March 15-Bill Provides Heavy
Penalties.
Washington, D. C., Feb. 24.-Work
on the collection of $6,000,000,000 has
been begun by the Bureau of Internal
Revenue. This is the estimated yield
of the new revenue bill. The income
tax provisions of the act reach the
pocket-book of every single person in
the United States whose net income
for 1918 was $1,000, or more, and of
every married person whose net in
come was $2,000 or more. Persons
whose net income equalled or exceed
ed these amounts, according to their
marital status, must file a return of
income~ with the collector of internal
revenue for the distrjct in which they
Iive c or before March 15.
Here is what will Tappen to them
if they don't, for failure to file a re
turn on time, a fine of not more than
$1,000 and an additional assessment
of 25 per cent of' the anount of tax
due.
For "willfully refun.ing" to make a
return on time, a fine~ not exceeding
$10,000, or not exceeding one year's
imprisonment, or both.
For making a false or fraudulent
return), a fine of not more than $10,000
or imprisonment for not more than
one year, or both, together with an

For failure to pay the tax on time
a fine of not more than $1,000 and
an additional assessment of 5 per
cent of the amount of tax unpaid
plus 1 per cent interest for each full

In addition to the $1,000 and $2,00C
personal exemptions, taxpayers arc
allowed an exemption of $200 for each
person dependent upon them for chief
support if such person is under eigh
teen years of age and incapable of
self-support. Under the 1917 act, this
exemption was allowed only for each
dependent " child." The head of a
family--one who supports one or more
persons closely conneoted with him
by blood relationship, relationship by
marriage, or by adoption--is entitled
to all exemptions allowed a married
person,
The normal rate of tax under the
new act is 6 per cent of the first
$4,000 of net income above the ex
emptions, and 12 per cent of the net
income in excess of $4,000. Incomes
in excess of $5,000 are subject alse
to a surtax ranging from 1 per cent
of the amount of the net income be
tween $5,000 and $6,000 to 65 per
sent of the net income above $1,000,.

Revenue officers will visit every
county in the United States to 'aid
taxpayers in making out their re
turns. The date of their arrival and
the location of their offices may be
ascertained by inquiring at offices of
collectors og internal revenue, post
offices and banks. Failure to see
these officers, however, does not re
lieve the taxpayer or his obligation
to file his - return and pay his tax
within the time specified by law. In
this case taxpayers must seek the
Government, not the Government the
taxpayer.

Shipping Association Successful
A cooperative shipping association,
formed in August, 1918, by members
of the farm bureau of Linn County,
Oreg., has shipped 26 carloads of live
stock from six towns. The saving
has been 50 cents a hundred pounds,
or $2,000 on the 26 carloads. The
present membership is 177 farmers.
The association, managed by an ex
ecutive committee, employs a shipping
manager who gets 10 cents a hundred
pounds ..nd his expenses on trips to
market. The association ships for
anyone, but retains 50 cents from
non-members' first shipments as mem
hership fees. Damages and loss of
stock are paid from an insurance
fund kept up by an assessment of 5
cents a head on sheep, 10 cents on
hogs, and 15 cents on cattle. Ship
pers in each car apportion freight,
yardage, commission, feed, and yard
insurance charges on that particular
car among themselves, according to
the weights of their stock.

TRIAL BY COURT-MARTIAL
Two Cases in Alleged Naval Graft
Affair.
Washington, Feb. 21.-Lieut. Benja
min Davis, of the medical corps, and
Assistant Paymaster Paul Beck, both
of the naval observe force, have been
ordered tried by court-martial in con
nection with charges of bribery and
graft in the Third Naval District at
New York. This announcement was
made tonight by Secretary Baker.
Both Davis and Beck are under ar
rest and it was learned that a third
arrest was made today. The name of
the third officer was not revealed,
however. Davis' home is in Plymouth,
Pa., while Beck lives in New York
city.
