WAR REVENUE BiLl IN ROUGH WATERS New and Unexpected Obstacles to Measure Develop DELAY CONFERENCE ACTION House Will Accept With Modifica tions Senate Plan to Tax Politi cal Contributions. Washington, Jan. 31.-New and un expected obstacles to the lonig delayed war revenue bill developed today, re suting in settlement of more minoi disputes between the Senate and House, but entailing postponement of final action by the conferees until to morrow and submission of the confer ence redraft probably until Tuesday. To secure instructions from the House on Senate amendments, in dis pute, Representative Kitchin, of North Carolina, the Democrat leader brought the bill before that body late today and after spirited discussion, the House instructed its managers to accept, with modifications, the Senate plan for taxing political campaign contributions. Other House )emands. Demands for separate votes in the House on two other Senate amend ments-levying a prohibitory tax on products of child labor and applying CYPRESS SASP DOORS BLINDS + MOULDINGS AND MILL WORK the Reed "bone dry" prohibition law to the District of Columbia-were withdrawn today. Retention 'of these in the bill now is regarded assured. While the discussion was proceed ing in the House, it was learned that the conferees had agreed to a compro mise amendment for pay bonuses of $50 each to enlisted men and nurses and $200 to officers of the army, navy and marine corps upon discharge. The bonuses would be paid to those al ready discharged as well as to those substantially given honorable dis charges or who resign. Because of the House discussion, no session of the conferees was held to (lay. They will meet tomorrows and expect to finish work on the bill, send ing it to the printer. It was said, however, that the delay would prevent distribution of the final redraft until next Monday or Tuesday and that the conference report would not be sub mitted to the house until Tuesday. Still Remains in Dispute. Despite today's action by the House, the campaign contribution tax still remains in dispute for settlement to morrow by the conferees, with a lively contest in prospect. By a vote of 244 to 61 the House today instruct ed its conferees not to accept the Sen ate amendment, which would levy a tax of 10 per cent on campaign con tributions in excess of $500. Imme diately afterwards the House voted, 191 to 116, to accept the principles of taxing campaign contributions, but to limit such taxes to future campaigns. Representative Moore, of Philadelphia, Republican, proposed, but withdrew a suggesstion to make the tax retro active. Representative Kitchin, in announc ing in the House that he would vote for a tax on future contribution, de clared he "doubted exceedingly whether it becomes a law." Criticism General. Paris, Jan. 31.-Whatever forces may be sent to Turkey for garrison ing purpose there will be no, Amer ican troops among them, it d-veloped today. It is pointed out -that their use for this purpose would be inap propriate, as the United States has never been at war with Turkey. The military. committee of the su preme council expects within two days to report a plan for the allotment among the various nations of the troops to be retained on the western front. From the data available it appears by April 1 there will be fif teen American divisions remaining pn the lines, with five divisions ready for embarkation home. A month later it is expected this aggregate will be re duced by five divisions, of which ten will be on the lines and five ready to return. It is said that"as soon is that is done all the Ainerican roops probably will be withdrawn. rAFT PRAISES RELIEF WORK IN WESTERN ASIA New York, Jan. 27.-William How ird Taft strongly endorses the na tion-wide drive of the American Com nittee for Relief in the Near East to raise $30,000,000 for the immediate relief and rehabilitation of the Ar renians and other destitute' and starving peoples of Western Asia. In speaking of conditions' in the Near East, Mr. Taft said: "The his tory of the Armenia:, people is too dreadful to rehearse. In one of the deportations, one group was turned into the desert of Mesopotamia, and the other group into the desert of Syria. On the march they suffered untold tortures and thoushnds of them died from starvation and the cruelties perpetrated on them by the Turks. Those now remaining are in the direst necessity, possible. "The American Committee for Ar menian and Syrian Relief, one of the most efficient of the war, is now ap pealink to you for funds.
