Berlin, July 7.-(Saturday.)-Un less present indications fall in the next few days the German Empire is on the eveof a momentous if not his torical parliamentary upheaval. De velopments under the gilded dome of the Reichstag building in the last for ef*-eight hours point squarely to a sig nificant realignment in favor of the sweeping electoral and parliamentary reforms, in -spite ,of the .stubborn re sistance of the reactionary old guard. Although the sessions of the main committee and the constitutional com mittee have been of an' executive na ture, the press comments in this morning's papers permit the interfer ence that the discussions of vital sub jects of gov'ernmental policy frequent ly reached the boiling point. Gravely Significant. That they have been of gravely sig nificant import is indicated clearly by the sudden decision to postpone the Saturday preliminary session, which was to have marked opening of the general debate and the expected sur prise .of Chancellor von Bethmann Hollweg. The absence of the chan cellor from the sessions in the last few days has caused general com ment. Late yesterday it was an nounced that the desire of the chan cellor to inform himself more thor oughly on the nature of the commit tees was responsible for the delay of the general sessions. Monday will mark the inauguration of what promises to be one of the most memorable parliamentary ses sions in the history of the empire. Washington, July 6.-Burning of s large number of grain elevators ir the Middle West recently has prompt. ed the government to start an in vestigation to determine if German influences are responsible. Fire in. surance companies, disturbed at the frequency of the fires, are assisting government agents in the inquiry. The National Board of Fire Un derwriters, it was learned today, has suggested a set of strict regulations for protection of elevators which pro vide among other things for stock ades and armed guards. The regulations suggested by the board of underwriters are as follows: "Guards on duty at all times, whether military, municipal or pri vate, and the following features- to provide as incidental to their work: "Barbed wire fences inclosing items to be protected, where practicable, or other suitable man-tight enclosure. "Flood lights so arranged and main tained as to light the enclosed area and immediate water front. "Guards, if not military, to be sworn in - as special officers of city, county or State. "Guards, if not military, to be un der a military officer having power of dismissal. "A system of identification of all persons entering premises. "Inside private protection of all property of the class according to the standard of the board of underwrit ers and statte departments." -- O ALLEGEO SPIES ARRESTED New York, July 6.--Agents for the Department, of Justice this afternoon arrested two Germans, one reputed to be a paymaster for the German spy system in this country, and the other alleged to have been formerly asso ciated with Capt. Franz von Papen, at one time military attache at the Ger man embassy in Washington. The prisoners were removed to the Ellis Island immigrattion station. They are accused of being alien ene mies to the United States. They are described as Carl Heynen, a German organizer and an authority on Mexi can affairs, and F. A. Burgemeister, the latter an alleged spy paymaster. Heyman was once German consul at Mexico City and prior to that con nected with the Hamburg-American line. The federal agents who made the arrests said the men were taken into custody by order of the authorities in Washington. Heynan and Burgemeis ter were arrested in offices in the Hamburg-American line building, once occupied by Dr. Heinrich F. Al bert, formerly commercial attache of the German embassy in Washington and representative of the Deutches Bank of Berlin. Dr. Albert was reputed to be chief financial representative of Germany in the United States and his name was linked repeatedly with the German progancla. When Dr. Albert and von Papen left this country federal agents were awvare that H-eynen ail Bur gemeister had their headquarters in Dr. Albert's old oflices, but noI at tempt was made to disturb them until today. He states the powerful influence of American intervention on Germany's opponents and on neutrals is already evident and that the effects must not be under estimated.
