sociation met in the Manning giaded
school Saturday morning, December
9th, at 11 o'clock. The following mem

The association now has an enroll
ment of 75 members.
The committee on the confederate
monument met with the teachers of the
county for the purpose of enlisting their
aid in raising the monument fund. Mrs.
D. -M. Bradham, chairman of this com
mittee, made a very interesting and ap
propriate address.
The first thing in order of business
was the organization of an association
to be called "The County School Im
provement Association." Miss Richard
son was elected President, Miss Edge,
Vice-president; Mr. Geo. W. Green,
Secretary and Treasurer.
In the absence of Mr. Teasley, Prof.
Daniel lead in the discussions of the
morning. He made a most interesting
address on Geography, suggesting that
thissubject be taught by topics. naming
asesxamples, rivers, canals. deserts, etc.
Prof. Daniel's talk was thoroughly en
joyed by all who beard him.
Geography in the low grades will be
discussed at the February meeting of
the association.
Mr. Robert White made a short but
entertaining talk to the teachers on the
advantages of a county fair.
The next meeting of the association
will be January 2", 1912. We hope to
have with us at that time, Prof. W. K.
Tate, State Supervisor of Elementary
ural Schools.

Mr. and Mrs. . 1. Richardson, Tin

their daughter, Lillie. to Mr. Allen M.
Davis. Brogdon, S. C., Thursday after
noon 6 o'clock, December 7th, at the
bride's home, Tindal, S. C.
Congressman Geo. S. Legare, who
visited Clarendon last week renewing
acquaintances and ascertaining from
his constituents if there was anythinz
out of the routine that he could do for
them, returned on Wednesday to his
home in Charleston. Mr. Legare was
warmly received by his many friends in
Clarendon who were glad to see him and
note the improved condition of his
health. Your correspondent had the
pleasure of listening to Mr. Legare in
a full and replete expose on the tariff,
and Canadian and general reciprocity
which was pleasing and instructive and
convinced his auditors thbat he was mas
ter of the subject and fully competent
to act at thie opportune moment- to the
best interest of the country and the
great Democratic party of which he is a
recognized leader in the lower house of
the United States Congress. Mr. Le
gare hias a large influence in Washing
ton, and if the Democrats are elected to
the central of the National government
he will be a power at the National Cap
itol and will then be in position to ren
der greater service to his distriet, the
state and the greater South--our South
land-the garden spot of the Western
world. Mr. Legare had intended vis
iting many other points in Clarendon
but only a few days remained before
Conress would convene, and not wish
ing to slight his host of friends in Ber
keley county he was forced to cut short
his visit here.

Dear Sir:-In view of existing con
ditions and the ,causes, which are prob
ably various, it seemas that somethng~
should be done or efforts made to ar-I
rive at some potent and affectual means
to continually develop and keep in
moving progress the recources of our

that the efforts of the best intelligence
of the country may with a fair degree
of certainty invest their means and
utilize their energies with a reasonable

Therefore, it appears to the wr'iter'
that the spost effective plan to accome
pish such and will be to have township
neings pf our citizens, representing
every intefest, in every township, dis
cuss matrr and elect delegates to
ount y meetings, when matters may be
rediscussed and proper and best means
artived at for relief.
It is a fact that present conditions in
many respects are different. from what
the were two years or' even one year
ago, and notwithstanding the efforts be
ing made to relief, the results of the
"resent cotton crop depression, it ap
f'e'ars to the writter that there should
be some legislative action ,both 'State
and national, with a view to incoutrage
and protect the interest of the soil pro
ducers of the country.
Hence, Mr. Editor, I suggest that
you call township meetings (announce
in aper) of the citizens of each town
hip to meet at a certain place (naming
th plase) on a cprugo day. making the
date as early as practable to' discuss
this matter, "and matters generally. tind

so that we may get in touch with all
our people ana suggest to our law

SEC. S. That the proceeds of the license tax
shall be applied by the Clerk and Treasurer to
the payment of the current expenses of the said
town
SEC. 9. The amount to be charged for license
for any other business, trade or profession not
hereintofore specifically enumerated, shall be
fixed by the Committee on Finance, but said
committee shall have no authority to change or
reduce the license fees herein fixed: Provided
that in case of short term licenses, taken out in
the latter part of the niscal year, the Committee
on Finance may in their discretion reduce the
licene fee.
SEC. 10. The Clerk and Treasurer shall con
suit the Committee on Finance where the occu
pation of any applicant for license, or amount
to be charged is questioned, and the committee
shall have power to decide the matter.
SEC. 11 The Clerk and Treasurer shall be re
1juired to turn over to the Police Department.
the names of all delinquent license payers im
mediately after the 15th of Januaty, 191Z and
the Police Department shall immediately bring
the delinquents before the Mayor for violation
of this ordinance.
Sxc. 1e. That the Council shall have the pow
er to revoke any license for just cause.
SEC. 13. It shall be the duty of the Police
force to inveftigate and report to the Mayor all
persons doing business without a h-cense.
SEC. 14. That on andi after the passage of this
ortdiuace the penalty of non payment of license
shall be the sum of ten per cent for every month
or part of month until said license is paid. Fis

SEC. 15. All Ordinances or parts of Ordinan
ces conflicting with this Ordinance are hereby
repealed.
