The condition of affairs in the
State dispensary is making some
of its staunch supporters feai
the consequences. They are
beginning to charge treachery
to Commissioner Tatum, because
that official made public his com
plaint- against the purchasing
board. The matter is now under
investigation and unless signs
fail there will be something
doing in the way of inicitments.
If. as stated ir the Tatum letter,
the Board of Control has defied
the law and made extraordinary
- purchases, they should be prose
cuted and punished.
If the statement of the Wash
ington correspondent of the
News and Courier is correct, Sen
ator Latimer is now squarely up
against it, because he went to
President Roosevelt and told
him he agreed with him and en
dorsed his action in the Browns
ville affair. What will Till man say
to this? Is not Latimer's conduct
heresy? Think of it, Latimer
having the termerity to intimate
that President Roosevelt is right
and Tillman is wrong. That is
showing more backbone than a
whole lower house of Represen
tatives in South Carolina. The
members of that body felt like
Latimer, and did say so where
Tillmnan could not hear them,
but when they were to say it so
Tillman could hear it, they de
.clined. Senator Latimer has
not heard the last of this. Till
man will remember him when he
goes 'before the people asking
for re-election: and we predict
that Tillman will charge Latimer
with betraying the Democratic
party.
There is a committee now in
charge of the investigation of
the dispensary of the matters
brought to light by the letter of
Commissioner Tatum, and every
body is impatiently awaiting the
result- There will be prosecu
tions following the report of this
committee, if they find that the
law has been violated. It would
not surprise us to learn that the
Board of Control is prosecuted
and that very'serious revelations
will result. There is a general
disposition on the part of the
general assembly to report any
rottenness that may exist, and
the Attorney General's office will
make things warm for boodlers,
if such are found to be. The
friends of the dispensary . are as
anxious to cleanse the institu
tion as are its opponents to kill
it, and both sides are in humor
to temporize with officials who
have been guilty of wrong-doing.
The McDonald report, and the
Tatum letter has had a very
.demoralizing effect upon the ad
vocates of the State dispensary,
and many who were its staunch
supporters are growing luke
warm.
There is no truth in the report
that Tillman expects to capture
the Republican nomination for
Vice president, It is true that
just now there is a Foraker and
Tillman boom, but when Taft
-gets rested from his trip to Char
leston 'he will puncture the
booms of both the torch-twirler
of Ohio, and the pitch fork
statesman from Edgefield. Till
man has been accused of taking
things, and some of the accusa
tions we believe true, but we
* would be hard to convince tliat
he would take second place on
the Republican ticket, even with
such a great political monte
bank as J. B. Foraker, alias
Fire-Ala-rm Foraker of Ohio, the
man whose hatred for the South
* was so intense that he refused to
salute South Carolina's flag upon
the oecasion of the Philadelphia
Centennial, and he was the only
man on the reviewing stand who
displayed such small narrowness
and hate, but politics makes
strange bedfellows for now For
ak-er and Tillman are hollering
mud at the President up the
same dark alley.
It will be remembered when
Hon. Jno. L. McLanrin declined
to go into caucus under the
leadership of J. E~. Jones,he was
stigmatized by Senator Tillman
as a traitor to the -Democracy.
The matter- then pending was
of little importance to the South,
but it did involve the question
whether the nation's integrity
should be sustained. Now there
is a question in the United
States Senate which is of impor
tance to the South as it effects
S.our racial conditiolts which the
South is vitally interested in,
and according to the press re
ports, we find Senator Tillman
refusing to go into a Democratic
cancus because of his antipathy
to the President who has exer
cised his right as Commander-in
Chief of the armies, to discharge
from the service negro soldiers
who murdered white citizens in
Texas. If McLaurin's refusal to
go into a Democratic caucus on
party was divided upon, was
wrong, and for which he should
have been repudiated by his
party, how does Tillman stand?
Is he not to be held to account
for his conduct? We think his
attitude towards his party is not
only wrong and deserving of
repudiation by the Democratic
party, but it is more, it is proof
conclusive that to gratify his
personal spleen, and to promote
his personal aggrandisment. he
would cast aside all considera
tion of the people he represents,
and join with any force to keep
himself advertised as a lecturer.
Tillman refused to go into the
Democratic caucus, and we shall
wait to see what his admirers
will advance to justify his course.
Clemson College invited the
General Assembly to pay the
institution a visit on the 26th.
We voted against accepting the
invitation, because that day be
longs to the people and they
have a right to expect their
Representatives to remain at
their posts to attend to the pub
lic business, and not be junket
ing over the country on pleasure
trips. The invitation was ac
cepted however, and a resolution
was adopted that the money to
defray this expense should be
paid out of the funds of the col
lege. This. in our judgment, is
a misappropriation of public
funds. It is taking the money
of the taxpayers to spend for
pleasure, for that is just what
the trip to Clemson means; the
crowd will have a special train
and when they reach their desti
nation they will be seated down
to a sumptuous banquet, and all
of this must be paid for from the
school's treasury. What is the
invitation for? In our opinion
Clemson wants more money, it
wants a big appropriation, and
is using this means to electioneer
the Representatives. We are
opposed to such a waste. If
Clemson has money to spend for
railroad excursions, dinners aid
the things that accompany them,
then the institution has too much
money, and the legislature
should begin to enact laws to
curtail that income and place
the money on the free public
schools where there is a crying
necessity for more money. We
have always supported the in
stitutions for higher- learning,
and expect to continue to do so,
because they are necessary, but
we will withhold our vote from
any institution that can use its
funds for excursion . purposes.
The Representatives who take
advantage of this free ride and
free grub trip, will only be at
the college long enough to fill
their stomachs before they will
have to leave, so what good will
there going do? And it would
not surprise us to hear that
many of them when they arrive
at the institution will not be
able to tell the college from the
State dispensary. We have no
objection to the members of the
general assembly visiting Clem
son College, but they should do
so after the legislature adjourns,
and at their own expense.
