Col. W. A. Neal, ex-Superintendent of the State Penitentiary, was convic ted last Saturday in Columbia on the charge of not turning over funds within thirty days to his successor. He was sentenced to pay a fine of *L4000 and im prisonment in the county jail for a pe riod of four months. The case will be appealed. If all of the officers in South Ciarolina had been prosecuted who had not turned over funds to their suc cessors within the time prescrib ed, the prison walls would have been well filled. There are a great many who are of the opinion that Col onel Neal . victim, for the gratifi cation of political ambition. Notwith standing this conviction for a technical violation the State never lost acent by him, but on the contrary he paid to the State every dollar charged against him. He was not punished for pilfer ing from the State, but for not turning the funds over at a stated time. It is entirely unnecessary for us to tell the people what they have in this county worth advertising, they know as well as we do that we have every thing here that abounds else where, and if our people take an inter est. we can make as good show as any 'county in the State. There is no pay for the work, and those who undertake it, do so, from a spirit of pub lic enterprise. The commissioners are Capt. D. J. Bradham, Hon. El. R. Plow den and Hon. H. B. Richardson, all of them citizens who should have the in terests of the county at heart, and all of them gentlemen who have been hon ored by the people. Editor The Manning Times: Occasionally we read in your paper that Clarendon county has a supervisor. in fact he has an advertisement in your paper to the effect he will be for the summer on the roads. Some cf the in teresting notices read lately are these; He was giving back to the town of Manning some convict labor in return for some given him by the town. The notice was a little indefinite however inasmuch as it did not go on to say whether the fifty days he was returning was fifty days with one hand or fifty days with the whole chaingang. Again it was not stated who fed the tc wn con victs while working for the county .and who fed the county convicts while work ing for the town. Again we read that a new public road has been blazed out towards Jordan. Be it remembered by those interest ed that there was a "direct road to Manning" blazed out from Summerton not long ago. Lastly we read that a new jatil built mostly by the chaingang is beinag talk ed about. Now I don't know, not being up on such matters, if taxpayers have any say so, as to how tax money and other county funds should be expended, or cotunty matters be attended to, but I will just venture to say that if the pub lic roads in other sections have been worked up to the extent that the chain gang is now free to build a jail, the roads hereabouts have not. The chain gang has been from this section so long Ithat it would make the dogs run if they should see it coming. The public roads need attending in this section, the one I travel mosL, from Summerton to my place has not had an intelligent piece of work done on it by the county for several y ears. There is a very dangerous bridge which has been repeatedly brought to the notice of the supervisor. The only work that has been done has been done by private parties for which they get no elredit. I was talking with a gentleman of an adjoining section about the condition of the roads. lie said that thle same if not worse condition pr'evailed in his section. The matter is a p~ublic~ shame When we read what is be*inig done in New JIersey, Massachusetts, New York and elsewhere for good roads, our road laws or rather their results are at fizzling farce. But as your friend "Slab" said. more -may be said later so I forbear now. The gentleman above alluded to will recog nize the writer. Any others interested can get my name from you. Humbert, secretary of th Woman's Foreign Missionary Society. The sessions'of the Conference wer exceedingly interesting and largely at tended by the people of Jordan and th region round about. The reports from the twenty pastor ates composing the district were en couraging in many respects and th, work of the church believed to be pre gressive. On Friday morning Bishop Duncai arrived and presided during the bal ance of the meeting. The sermon o1 Sabbath morning delivered by him wa profoundiy impressive and produce( great searching of hearts on the part o Christians. The influence of it wil abide. A most admirable discourse also wa delivered before the Conference b: Elev. W. A. Pitts, a former pastor o Jordan Circuit, and under whose wisi direction the elegant new church edi flee was constructed. The sermon of Rev. G. H. Waddell ii the Presbyterian church on Sabbatl morning is highly spoken of and wa, mueh appreciated. The preaching throughout the meet ing was of a very helpful and edifying character. The singing was led by our owi Asaph, Brother Luke Wells, and it wa! most heartily participated in by thi members of the Conference and tho congregation at large. It was an en joyable feature of the occasion and pro duced good results. The accoustics o the new church splendidly sustaine< the voices of the singers, making mel ody in their hearts and singing witi grace unto the Lord. The entertainment committee di their work excellently well, we mus judge from the oft repeated expres sions of appreciation on the part of thi guests in attendance. Two promising young men, Samue 0. Cantey of Summerton and P. C. Gar eis of Oswego, received license t< preach and the former was recommend ed to the South Carolina Annual Con ference for admission on trial into th4 tinerancy. The following were elected delegates to the Annual Conference to convene ix Columbia next November: Principals-C. M. Hurst, Jr.. J. S Cantey, C. R. Sprott, J. WV. Hamel. Alternates-T. B. Owen, L. P., B. F ones, W. J. Turbeville. Addresses of superior forcefulnes and clearness were delivered by th< representatives of our educational in stitutions. These brethren were heart gladly and several of our young peopl4 expect to attend the colleges next fall A collection amounting to $25 was taken for the Epworth Orphanage. The following local preachers re ceived rene wal of license: T. B. Owen, J. B. Davis, WV. S. Ho gan. The usual resolutions setting forti the attitude of the Church and the sen timent of the Conference touching Sab bath Observance, Temperance, etc. were adopted. Appreciative resolutions were als< passed concerning the hospitality dis pensed by the congregation which en tertained the Conference, and the Pres byterian brethren for use of their housi of worship. The body was invited to hold its nex session at Pine Grove in the Salem sec tion. at Bishopville, and at Manning Pine Grove was selected. A deeply spiritual influence pervade< the meeting from first to last and mos delightful seasons of religious-profit ar< reported to have been enjoyed in th homes of the people during the famil; worship morning and night.
