hunting a horse belonging to Mr. J. G.
Plowden of the Fork became snagged

Mrs. J. Ed. Hodge who lives beyond
the Clarendon line in Privateer town
ship was accidentally shot in the breast
and arm last Saturday by her son who
came in with his shot gun and as he
went to put it down it shot. The

Bethlehem giving an account of a hot

the air, and damages claimed by the

On last Saturday the County Com
issioners sold the poor farm contain
ng 162 acres, at public outcry for $600,
1r. S. L. Stedhiam was the bidder.
The commissioners reserved the right
to reject the bid, and at their next
meeting they will decide whether or
not to make title. In our judgement
we believe $600 is a fair valuation for
the place and they should accept it.

A very painful and almost a fatal ac
cident occured last Saturday at Hodges
Corner to Mr. H. R. Dollard a' promi
nent farmer living about five miles
west of Manning. Mr. Dollard had
been up ir. that section hunting, and he
Ihad a pistol on his buggy seat, while
Igetting out of his buggy his coat tail
dragged the pistol after him and when
between his lees, inflicting a severe
wound.

Died last Sunday near Workman an
infant of Mr. and Mrs. R. C. Burgess.
and on Monday the mother Mrs. Maggie
Burgess, aged about 20 years followed
her first born to rest. The deceased
was the daughter of Mr. J. S. Evans,
and just one year ago she was led from
the altar by Mr. R. C. Burgess,a happy
and blushinlg bride. The funeral which
was largely attended took place at. Mid'
way church yesterday afternoon. Our
heartfelt sympathies go out to the
heart crushed young husband and be
reaved parents.

The Town Charter.
The town authorities are in doubt as
to whether the present charter, grant
ed in 1875. grives sufficient power t
meet the requirements of the 'town,
Twenty-six years ago Manning was but
a small village and its charter was
drawn to the then existing require
ment. Now she has reached that stage
in her existence when her swaddling
clothes are too small.
The General Assembly has, under a
general Act, made provisions by which
towns under a certain number of inhab
itants can, by a vote of the freehold
voters, give up their old charter and
bring themselves under the Act so that
a new charter can be obtained from the
Secretary of State. If a charter is ob
tained under the general incorporation
Act, it means that we renounce our
present town government and make a
new one by the election of a mayor and
six aldermen, giving them powers to
issue bonds. grant franchises, make tax
levies and do such things as in their
judgment is for the improvement of the
town. The question will be whether
the people are ready to give this un
limited power to increase taxation, in
cur debts by issuing bonds, and to aid
the income of the town, impose licenses
on all branches of business, professions
aui trades.
'Manning needs waterworks. a better
lighting system. and more police pro
tection. No two men can properly po
lice a town of this size. but to have
these things a source of revenue must
be created and under the present char
ter it cannot be done. We suppose the
town council will soon submit this ques
tion to the people.
There is another way by which a new
charter can be obtained and that is
through a concurrent resolution grant
ing permission for the introduction of
such a bill in the General Assembly.
