[Acts of South Carolina. pp. 57) and 571], an election will be held at the same tue and place for amendments to the Constitution of South Caro lina, as follows: Amend Section 7, of Article VIII. rIf the Constitution of South Caro lina, as follows: Add at the end thereof the following words: "Pro vided, That the limitation imposed by this Section and by Section 5, Ar ticle IV, of this Constitution shall not apply to bonded indebtedness in :urred by the cities of Columbia, lock Hill, Charleston and Florence, where the proceeds of said bonds are applied solely for the purchase, es tablishment, maintenance or increase >f water works plant, sewerage sys tem, gas and electric light plants, where the entire revenue arising from the operation of such plants or ystems shall be devoted solely and ?xclusively to the maintenance and >peration of the same, and where the guestion of incurring such indebted ness is submitted to the freeholders und qualified voters of such munici pality, as provided in the Constitu tion, upon the question of other l onded indebtedness." Amend the Constitution of South ?Tarolina by adding thereto the fol owing to be known as "Article I of miendments to the Constitution": 'The General Assembly shall provide by law for the condemnation,throug h proper official channels, of all lands recessary for the proper drainage of he swamp and low lands of this State; and shall also provide for the equitable assessment of all lands so trained, for the purpose of pay ing :he expenses of such condemnation and drainage." The said Amendments shall be sub :itted in such manner that the elec :ors qualified to vote for Members of :he House of Representatives shall rote for or against each of such mendments separately. Amendments should be on separate :ickets. The Consti utional oath must b.e taken by each Manager before he can act,-and also by the Clerk. Thep.hairman elected is empowered to administer oaths. The Managers have the power to fill a vacancy, and if none of tile Man agers attend, the citizens can appoint from among the qualified voters the Managers, who, after being sworn, can conduc~t the election. At the close of the election, the Managers and Clerk must proceed publicly to open the ballot boxes and count the ballots therein, and con tinue without adjournment until the same is completed, and make a state ment of the result for each office and sign the same. Within three days thereafter, the Chairman of the Board, or some one designated by the Board, must de liver to the Commissioners of Elec tion the 1po11 lists, tihe boxes contain ing the ballots and written state ments of the result of the election. One of the above named Managers at eachl precinct must call upon the Board of Commissioners at Manning, Saturday, 3rd day November, 1900, to receive ballot boxes, poll lists and instructions, and to be qualified. The ballot boxes in the precincts must be so located as to be in view of persons outside the polling place during the time of the election. A space or enclosure separate and distinct from that used by the Man agers of the State Election, must be railed off or otherwise provided, at each precinct, under direction of the undersigned. But one voter must be allowed to enter any voting place at a time, and no one except the Managers must be allowed to speak to the voter while in the voting place casting his vote.
