While here Mr. Gumphrecht busied himself with tearing off coupons from the stock of a factory of which he is the principal owner. a-,- his companion wiled away his time-in considering the advisability of locating a first class hotel with a laundrv attachment in Manning. These two capitalists are quite fond of lan ning, and their acquaintances are fond of them: they are merry fellows, full of fun as well as business, and in their respective lines the concerns they rep resent have "peaches." There is considerable kicking at what is considered an arbitrary rule, recent lv made by the Manning Telephone Co., and it would be suprising to us if another line is not established in the near futnre. Those who rent "phones" are not permitted to allow others to talk without pay, confining the use of the "phones" strictly to subscribers. The subscribers complaining contend that when they rent an instrument it is theirs as long as they pay, and the management has no right to prevent them from using the "phones" as they see fits When the "phones" were put in there was nothing said about who should use the instruments, the sub scribers taking it for granted that no arbitrary rules would be adopted. G. Knebel, State secretary of the Young Men's Christian Association of North and South Carolina,spent Sun day and Monday in our town in the in terest of that work. He addressed five different meetings on Sunday: in the afternoon a special men's meeting was held and some 150 men listened to the address. At night a union mass meet ing was held in the Methodist church and State Secretary Knebel spoke on he work of the Association in the State f South Carolina. He referred espe ially to the work in the colleges. On Monday some of the business men con ributed liberally towards carrying on his work in South Carolina. Prof. J. A. hackston has been appointed corres onding member and represents the Young Men's Christian Association in Manning. Mr. Knebel expressed him elf as being delighted with our town and people. THE TIMES has received a communi ation, dated Jordan. which is refused publication, because it is without the writers name. People who desire the use of these columns must accompany their papers with the name of the riter. Then again, when they have a complaint to make about a preacher's conduct, the church where the preach er belongs is the place to make it, and not this paper. We are not here to make exposures unless those exposures affect the public. If there is ground for charging a pi~acher with conduct unbecoming his high calling, and, the party making the charge can sustain it ith proof, take him before the church tribunal, and if the officers there "will ot consent to a hearing,'' then appeal to the denomination paper. setting forth the charges, the action of the church officers, and the proof. A secu lar paper has no business permitting itself to mix with church rucuses. Youmans a personal enemy of Senator Tillman, undertook to create a rumpus, but his efforts fell contemtu ously flat. The Clarendon delegation were on hand to a man~but unfortunately Mr. R. S. DeSchamnps left home unwell, and right after the morning session he became worse. He gradually grew siker, and had to leave for home on the first train. About the only change in the constitution of importance i-e lates to the permitting of County Ex ecutive Committees to order Magis trates to be voted for in the primary. Heretofore this was for bidden. The delegates to the National Convention which meets in Kansas City for this district are. D. H. Tr'ax er of Timmonsville, T. W.
