Manning. A petition is being circulated. asking the Governor to pardon Judson M. Chewning who was convicted from this county on the charge of rape. and was sentenced to life imprisonment in the State penitentiary. We understand that the friends of Chewning have the promise of securing the names of the trial jury to the petition. 'who is wainted by the Sumter authorities on the charge of burglary and larceny. Davis was arrested in Manning by Deputy Gamble. *and lodged in jail, and the Sumter Sheriff was immediately notified. Till after a pleasant trip to New York were among the passengers on the steamship Iroquois which was about forty hours late. Brockinton. Manning. The schools of Clarendon will be in a better financial condition this N ear than even before, and the free school term will run about 8 months. There is now to be apportioned throughout the State according to enrollment about $200.000 of this amount Clarendon will get $4000. This money comes from the dispensary profits, and is now in hand and will be distributed in April next. W. S. Philpot. Albany. The road in the Puddin Swamp sec tion, between Mr. McFaddin McIn tosh's. and Mr. Jack Morris is in a fearful condition, said to be caused by being torn up with broad tired log cart wheels. The people of that section are very much wrought up over the condi tion of their highways, and want to know if those who tear up the roads should not be forced to repair them. Williams and Miss Marie G~leason. The groom is the accomplished pharmacist at the R. B. Loryea drug store, and the bride is one of 'Charleston's charming daughters. We extend to the happy couple our congratulations and welcome them to our town. Mr. J. H. Lesesne attended the marriage as a friend of the groom. The greatest danger from colds and la grippe is their resulting in pneumonia. If reasonable care is used. however, and Chamberlain's Cough Remedy taken, all danger will be avoided. The Florence correspondent of the News and Courier says " that it is ru mored that Senator Appelt of Claren don will be a candidate for Congress from this district, and that Senator Ap pelt has not denied the rumor.'' The charge is not such a grievous one as makes a denial necessary at this time. Senator A ppelt has received some very fattering 1letters from various parts of the district asking him to enter the race and there is yet plenty of time to consider the proposition. It has been thoroughly demonstrated ~that to send away fromn home for con tractors is a mistake, and the work we speak of proves that we have as intelli gent workmen her-e as can be found 'anywhere, all they need is the oppor tuni- y, and they will show wvhat they Cotton now is bringing a very high price. but we see no cause for rejoicing in this. We do not see where the raise has helped the farmer who made the crop. it has not stopped one day's inter ost on the mortgage of his farm. Whv Because the raise in pried came after the farmer was forced to relinquish his interest in the crop to the merchant. and the merchant was forced to turn it over to his creditors. The only ones helped by the raise is the class who had money and could afford to take advant age of the conditions to speculate in the product. The speculator has filled his pockets and smiles, while the "man with the hoe" is permitted to dig right on. We do not believe the present con ditions will warrant our farmers in cov ering the earth with cotton this year. and would advise that they do not let the enticing prices of today allure them into debt to make a big cotton crop. The farmer who can get his supplies without going into debt might take chances., but the farmer who must go in debt to buy fertilizers and other sup plies had better consider well the chances of loss this summer. It. mut be remembered that purchases made for the coming crop are at -trust" and "combination" prices. There is hardly an article used on the farm which the trusts have permitted to escape with out an advance in price. therefore it behooves everybody :o buy as scantily as possible. so thaL 1' the price of cot ton goes down thet- are not so badly hurt. and should it remain where it is or go higher. the producer will realize more out of it. The new store to be occupied by Mr. C. W. Kendall is rapidly nearing com pletion. and in a short time it will be filled with the very latest styles in spring goods. Mr. Kendall returned from the northern markets last Friday evening, and he tells us that his pur chases this season can not be excelled in price, quality and beauty. His hav ing had the cash to make his deals gave him a decided advantage, and in manyr lines he feels confident that he will be able to sell to his customers for iess than some merchants can buy in the markets. His new store will have all the modern improvements. and he will devote himself to the task of in ducing back a trade which left this place after he was blirned out. Mr. Kendall has made special arrangements to supply the millinery demand, and while looking out for this branch. he secured the services of Mrs. Clarion Gibbs. a lady with long experience, and so proficient. in the art that Hill Bros. the largest dealers in millinery goods in the United States sent her to Paris to purchase their pattern hats. Mrs. Gibbs and Miss Mollie Avant will have full charge of the millinery department and the ladies of this section can feel assured that they will have their wants supplied by these ladies. To secure the services of Mrs. Gibbs, Mr. Kendall! was put to a great expense, but he be lieves that tie expenditure will be ; good investment, and by this enterprise 1pes to keep the ladies of this and a joining counties from going to the cities for their millinery. The readers of THE TIMES will be kept posted as to the movements of this energetic mer chant, and when he moves into his new store which will be one of the hand somest in this section of the State he will start off with a grand opening, and he extends an invitation to the public to call and inspect his goods and prices. Court The February term of court opened last Monday morning while a heavy snow was falling. Hon. D. A. Town send. Solicitor Jo. S. Wilson. and Stenographer Col. George D. Tillman Jr. were at their respective posts. It took some time to get the court organ ized owing to the inclement weather. His Honor charged the jury as to their duties and, after reviewing the duties of grand jurors, he laid special stress. on the duty to look after the various offices. His charge was weli, and clearly delivered, and general in its nature. The following true bills were return ed: The case of the State against Frank H. Hursey indictment for murder and carrying concealed weapons. State vs. Scy Connors and Ellis Con nors, Larceny. State vs. John Billups, false packing of a bale of cotton, and exhibiting for sale a bale of cotton so fraudulently packed. E State vs. James Washington Green: and James Dow, Larceny. cOwing to the absence of an important witness the libel case against J. P Brock was not entered upon on Mon day, and a bench warrant was issued for M1r. S. A. Brunson the absent wit ness. The case against F. H. Hursey was also postponed until Wednesday morn ing so as to give time for an Attorney friend to reach here from Florence to participate in the defence. Monday it may be said was fruitlessly spent. James Washington Green, and James Dow pleaded guilty, and they were each fned $25 which their friends paid and they were discharge. Scy Connors and Ellis Connors plead ed guilty, and sentenced was postponed as their testimeny would probably need ed in the prosecution of others. This is the famous Silver cotton stealing case which had promised to develope a start ling sensation, but in our opinion there will be nothing startling in it. and the report of a likelihood of white men being charged with complicity in the crime is mere moonshine. Walter Wilson in jail, charged with high way robberry was turned loose, because the prosecuting witness did; not show up, and the evidence placed at the Solicitor's disposal would not convict. He therefore entered a nol On yesterday the court opened with the entering upon of the case against; J. P. Brock: the court room was full of interested p~eople, and from the very beginning the lawyers for the defence showed that every inch of ground would be carefully contested. The defendant is ably represented, by Hon. J. F. Rhame of the local Bar, and Col. R. D. Lee and Major MIarion Moise of the Sumter Bar. The State is aided by Captain W. C. Davis. The case will occupy the whole of this day. The testimony is about alli in.and'the arguments will be concluded this afternoon. Owing' to the prominence: of the Richhourg and Brock families this case has created a great deal of regret as well as interest. GRAND Jt-RY PRESENTMIENT. STATE OF SI.rITH CAROLINA--Clarendon Co.. We will say, however, that we have made amn nspection of the County Jail, and pronounce the same as wholly uuit to incarcerate humaln being5. and we would reccommend that our Represetatives5 be instructed to devise means to build a new jail, and we wonld suggest tha the question of "Jail" or No -Jail" be agai submitted to the qualified voters of the County. Complaints have been made to us of de-relie tion of duty on the part M~agistrate A- P. Ragin in so far, that he refused to act in a suit h tween W. D. Barwick and L. S. Barwick. after the parties had complied with what the law' reuired of them. We examined the said 3IM istrate and find, that the complaint is wetll founded from his own admissions. A claim of $16.25 alleged to have been ref used payment by the County Board of Commission ers has been called to our attention. and as we0 do not regard it in our province to act on claims of this nature. we have looked into tile matter and found that MIagistrate A. P. Ragin claims to have paid out of his own fuiids thle sum of $1. in the transportation of a prisoner and guards in the case of the State against Frank Hursey: we therefore recommend that the Board of County Commissioners take up this claim again andl give it a thorough investiga tion.
