Walter Wilson the colored boy arrested for robbing Mr. Caddell a white man com ing from the State fair and by mistake was carried by Sumter, has been commited to jail in default of bond, and from what we can gather he virtually admitted his guilt. Tennessee Horses and Mules.-A car load will arrive at our stables this week. We have been very careful in making this se lection and have some fine saddle and driv ing Horses. It was with sorrow that we learned of the death of Mr. Wylie K. Bell at his home in Hartsville lat Saturday. Mr. Bell for a number c years was a respected citizen of this town and for several terms was its In tendant. He had many friends here and all over the county. Congressman Norton is accompanying a postoffice inspector over the district with a view to get a recommrendation for the free rural delivery system. Candidly, we do not believe the system will operate success fully in our sparse-ly settled country; the present system is better, but our represen tative in Congress is anxious to help his constituents and ho wants them to have an opportunity to try the system. It was the editor's pleasure to spend a few days of last week in the town of Ben nettsville and the attentions shown him left a warm spot in his heart for the people of that pretty town. In looking around we think we see a bright future for that town. in fact wve do not believe there is anything to keep it from being one of the foremost towns in the State. It now has a cotton mill, oil mill, and is surrounded by the Ifinest farming lands in South Carohina, with a people who pay one hundred cents on the dollar and make a stranger feel at home. Inasmuch as the town council did not give a full and proper notice of the tal collection, we, in behalf of a large number of taxpayers, protest against imposing the 15 per cent penalty now. The time for collecting the town taxes should in all fair nesf be extended a reasonable length of time, full notice given thereof, and then after having given such notice, should their be any delinquents, enforce the penalty tregardless of who may be in default. We can make this protest without being per sonally interested, for our town taxes are paid up, but we do so, because we do not believe the taxpayers have had proper enotice or at least the customary methods of einforming the people was not adopted by -council. It is a grand, good nied icine. For saLd at the R%. 13. Loryea drug store. The Theatre. The Summerton Dramatic Club treated Manning on last Friday eve ning to a very pleasing dramatic en tertainment. The play was on the melo-drama order of five acts, enti tled "A White Mountain Boy." The Moses Levi Memorial Institute was well filled with an appreciative audience. The play was the usual romantic love story with its "viilain who still pursued her," its heroine and its hero, the trusting but cruelly forsaken wife, the beautiful and be witching maiden whose father is rich. The big-hearted, noble coun try lad who saves the life of the rich man's daughter, and, of course, falls in love, which is reciprocated; not, however, without parental objec tions, which are finally overcome after the simple-hearted countryman makes a grand display of heroism and reinstates the parent to the wealth he lost through the machina tions of the crafty villain who was his private secretary and who de serted his trusting wife, to entrap his employer's daughter into a mar riage with him. This villain finally, to get clear of his wife, makes a deal with a murderous gang to put her out of the way, and is followed by the countryman, who discovers his villainy, gets the gang to betray the villain and has him arrested. The various parts, considering the lack of stage facilities, were acted very good indeed. Mr. Gordon Bel ser made a fine hero, with Miss Rosa Mood exhibiting much coyness in the part of love-making which may have been the result of many rehearsals. Prof. H. A. C. Walker portrayed the part of villain well, as also was. his dude performance. D. 0. Rhame was a typical mountaineer with chestnut-burr whiskers accustomed to the mountain zephyrs sighing through them. Miss Foster, the trusting wife, was one of those cy cloneless women that invariably wins for her better-half, a hard hearted, cruel wretch and although with bruised heart and deserted, re mains true and continues to love blindly; that is on the stage she was that way. Miss Tisdale was like the average widow, ready to perform deeds of mercy, even if a widower had to be a part of the mission. Mr. Richardson was the usual indulgent father solicitous about his daugh ter's welfare, but more so for his money and was ready to sacrifice his daughter to recover his wealth. Miss Cooper made a typical dive hag and played her part first class. Of course we do not pretend to class this club with professionals,but there are troupes on the road today that do not entertain their audiences as well. After the performance was over the crowd "went below," as they say in nautical parlance, where Chef Inabnit had oysters served, and which was well patronized. You may do without love WVhat is love but repining? But where is the man that Can do without dining? In a talk with a business man of this town, one who has made a success, and is a keen observer, he made us feel good with his expressions of appreciation of TE TIME'. eHe said, "I regard THE TIMxxs the best county paper published in the State, and that it has done a vast amount of good in development of this town and county; and as a business man I have no hesitency in saying that a town so fortu nate as to send out a newspaper with the magnificent reputation of THE TIMxs, is indeed blessed; regardless of what may transpire in the future, there is no combi nation that can come into the field to af fet THE TIMEs. Continuing this gentle man said "There is a determination on the part of a few, who by nature, would rather pull down than to build up, and who thregh a spirit of contemptible jealousy, want to cripple THE TmIES, but the more they attempt it, the more will they be dis appointed. As a business man I would rather have one good solid, progressive, intelligently, edited newspaper in a town than a half dozen such as I see being pub ished elsewhere. A poorly conducted newspaper is not a credit nor a help to a community but a strong, well managed one, like THE Tmi~s is indispensible. With people who do not appreciate the value of a good paper cheap rates are at tractive, but with the business man who advertises, and the intelligent reader who wants to know what is going on, quality is the controlling influence; just as the mer chant has shoddy articles which he sells cheap, and good substantial, serv-icable goods, whicik cost more, s.o is also, a news paper rated by business men. Editor THE TiuEs: Thinking that it might be of inter est to the public to know what the chaingang is doing I take this means of informing them through the col umns of your widely circulated pa per. Supervisor T. C. Owens appeared in our neighborhood about three weeks ago with his band of outlaws and struck camp near the residence of Mr. D. F. Mahoney. Since that time this force of county criminals under the direction of our efficient Supervisor has performed a surpris ing amount of work upon the prin cipal roads in our section. Low, swampy places that heretofore have been almost impassable in wet weath er have been ditched and drained, and the roadbed raised and leveled; rough and precipitous hillsides have been graded and filled in. Deep and narrow cuts in roads where it has been impossible for two vehicles to pass have been widened and straight I ened out. The embankment across Sammy Swamp which has always been a dread to those having occa sion to haul a load across it, has been widened and raised to the level of the bridges. The long bridge across the main stream has been shortened fifty feet and this gap filled in with solid earth, thus saving in the future th3 expense of keeping up fifty feet of the bridgeing. The remaining portion of the bridge has been strengthened and put in first class condition with substantial <'uard rails. " It would be difficult to estimate the value of the splendid work that has been and is being done here under the skilful direction of Supervisor Owens. It is to be regretted that the force of workers is not larger. If all of the rascals in this county that ought to be on the chaingang were there, it would not be long before Clarendon county coald boast of a system of roads equal if not supe rior to that of any county in the State.
