Mr. J. H. McKnight has eerited the title
of "colonel." Last Sunday, noticing the
queer antics of his favorite dog, he deter

the community, he shot and killed him.

Died last Monday night, Mr. A. L. Cha
vis, aged 73 years. The deceased came
from North Carolina many years ago, and
for a number of years has been a sawy-er at
W. S. Harvin's mill. He was industriouse
and honest, and esteemed by all of his ac
quaintances5.

Rev. S. A. Nettles of Pacolet is in Man -
ning on a visit to his sister, Mrs. E. C. Als

Court convenes here next Monday. The
docket is not very heavy and the work will
be wound up in short order if the lawyers
do not prolong the sessiona by chaiming the
three days allowed by law in capital cases.
There are a couple of homiicide cases in
jail, and these may cqst the taxpayersa
considerable sum if the three days are
claimed.

We need comfortable dwelling houses fo:
We have been rcquested to call the atten
tion of the town council, through the col
umns of THE TIMEs, to the practice of al
lowing cows to roam at large in the upper
portion of the town. The owners of these
cows have little negro boys employed to
"mind" them, and instead of doing so
they stop and play while the cows go on
roaming at will. Two of these cows are
real dangerous and the owner of one of
them is aware of the fact that she will
book; the other is equaally dangsrous and
vicious. The town council should take
steps to break up this practice before some
innocent child is gored to death. It will
not assuage the grief of parents, after a
loved one has been hooked or trampled to
detth, for the owner to say they are
"sorry." If people will use the streets for
a pasture or will persist in driving cows
through our thoroughfares. the owners
should be forced to have guarding them a
man able to keep them from doing lam
age. There is as great a necessity to pro
tect little children on our streets as ther- is
to gratify the convenience of cow owners.
Councilmen, this is no idle complaint, and
if von will take immediate steps to remedy
the evil, yon will win the gratitude of
many residents of the upper portion of the
town.

Come Out and Vote.
Next Tuesday is the day selected to de
termin whether or not Manning is to have
a grade' school, and we wish to urge the
people to attend this important meeting.
Every taxtyer is interested and should be
present to sa; whether or not he is willing
to be taxed tto give the children better
school facilities. Those who favor the
school must not stay away from the meet
ing, because every man who wants the
school but absents himself, is in effect cast
ing a vote against the project.
There are some people who ae opposing
the scheme on account of the increased taLx,
but if these people will calculate the small
additional amount they will have to pay,
and then consider how much more will be
the benefit to the children, they will with
draw their opposition. Then again, it
must be admitted that with better school
facilities all of the property in the district
is enhanced in value.
The present school facilities of Manning
.re not sufficient to supply the demand
and it is absolutely necessary for our peo
ple to bestir themselves in order that this
town may have such a school as will do
away with the complaint of insufficiency.
How is this to be done? An offer has been
made to contribute free of charge the Col
legiate Institute property to a graded
school it the taxpayers of the district will
agree to levy a special tax to maintain and
run the school. Such offers do not come
often, and we should regard ourselves fort
unate in having the opportunity to em
brace this one. We therefore must lay
aside the idea of opposition to an increased
tax and regard it as a work of love and
duty.
Every man who has property in this
school district whether he has children or
not, owes a duty to his fellow man and to
the coming generation, and in no way can
he show an appreciation of that fact better,
than by encouraging education. We note
that the opposition which exists does not
come from those - ho have a heavy tax to
pay, but on the contrary, some who have
very little to pay and are to get the great
est benefit are found talking against the
project. There are men in this town with
out a child to educate and are large tax
payers, who favor the graded school. Why?
Because it is for the best interests of the
people at large and they feel that they owe
this much as a citizen.

Bill D~ixon Captured.
Bill Dixon, the notorious scamp who has
given this commonity so much annoyance,
and who has cost the taxpayers so much
moniey, is again in the meshes of tbe law,
and this time we hope is safe from escape.
Mr. J. H. Burgess of Jordan was going
through the country on a search for Mrs.
Peagler's stolen horse, and when he i each
ed Darlington information 'was given him
to the effect that a negro was arrested on
the 13th inst., at Monioe N. C. answering
the description of Bill Dixon, and when ar
rested he had in his possession a horse and
saddle which answered the description of
the Peagler horse and Mr. C. R. Sprott's
saddle. Mr. Burgess came home and in
forted Mr. Owens, and on last Friday
morning Mr. Qwens accompanied by Mr.
C. P. Lesesne, and Mr. Burgess who went
along to bring the horse home through the
country, left for Monroe. Upon reaching
their destination, it was not long before
they were ushered into the presence of Bill
Dixon, and had no difficulty in identifying
him, in fact Dixon recognized them and
called them by name. When arrested he
gave his name as Frank McFaddin, and
claimed to be carrying the horse to 'Ten
nessee for Capt. '"Bill" Legg, who he sai d
had brought on to Manning a drove, had
sold ali but one which was not for sale, and
had employed him to ride him home. Not
withstanding this plausible tale he did of
fer to trade the horse for another. The au
thorities and other citizens of Monroe
showed every courtesy and attention to our
officers. Dixon was brought on without
requisition papers. and wisely piaced in
the State penitentiary where he is likely to
stay until he is needed for trial in the ma
ny other cases against him. He claims
that his partner Bill Davis, and he separa
ted at Jordan, and that he has not seen
him since. He also claims that he had
nothing to do with the attempt to burglar
ize the Levi store, and that various offenses
had been committed and accredited to himn
'of which he is innocent.
Mr. Burgess has reached home safely
with the stolen horse, and when he passed
through Manning on last Monday, he left
with the Sheriff a lot of burglars tools
which had been taken from Dixon by the
oficers of Monroe. 'E'he horse was in ex
celeznt condition and did not have the ap
pearance of having taken such a long jaunt.
Supervisor Owens is greatly relieved since
Dixon has been captured and safely land
ed; the escape caused him much worry,
and he has been anxious to have this
"horseomaniac" back in the toils. 1This
as been accomplished with the county
not having to pay a reward.

As the people of this school district
will be interested in knowing the
boundaries of the recent survey, I
give them as a guide to all in any
way interested. The survey was
made in accordance with definite in
structions as to courses and limits.
A line was run from the center of
the court house (2j) two and one-half
miles due south, which limit is found
in the lands of Mrs. Jas. E. Davis;
thence due west two and one-half
miles, crossing the public road be
tween J. M. Galloway's and L. K.
Howle's and passing diagonally
across Lemon Branch about one-half
mile from Mr. J. Elbert Davis' and
corners in open field near Billy Tin
dal, colored. In going north from
that point it crosses Summerton road
near tenant house, crosses through a
large body of uncultivated land-.
passing back of the Harvin old place
now belonging to Mrs. Mood. Line
crosses Packsville road just above
Mr. Riggs', passing on, crossing the
lands of W. T. Lesesne and strikimig
Black river just below Mr. Dollard's.
Resuming the survey at limit in Mrs.
Davis' lands, went due east two and
one-half miles, passing to the right
of the county poor house, between
Mr. Billy Timmons' and Mr. Peter
Ridgeway's. Line crosses the public
road three times in that section and
corners in field below the Scarbor
ough place. From there line passes
due north, passing to the left of the
Keitt Harvin place, crossing through
Bear creek above Mr. Warr's, cross
ing railroad just above the trestle at
that point, passing on north to Black
river, east of Carpenter's lake.
