GOVERNORS LUNCH
AT WHITE HOUSE
\?uch Talk of Prohibition Enforcement?May
Hold Another
Meeting Next Year
Washington, Dcc. 13?Problems of
prohibition enforcement were dis
:ussed informally today at a White
louse conference between President
larding, the federal departmental
'bid's iiircc.iy interested in the subect
and governors of 14 states.
There was no statement from the
-Vhite House as to the resu!:s of the
neeting, but it was indicated the disussion
revolved almost en.irely upon
he question of how the several states
ould best cooperate with the federal'
;overnment in" executing the terms of
he prohibition amendment. It was
ndieatv.d another meeting of state
xeeutives might be called early m
he comh'.g year, at which time the
abject would be canvassed more
horoughly.
At the While House luncheon, durn.g
the course of which the views of
lie guests were Sought on prohibition
rei'e, in addition to the president:
'ice President Coolidge, Attorney
knerJ Daugherty, Secretary Mel>n,
Prohibition Commissioner

Ritchie of Maryland, Trinhle of
rirginia, Kartness of Vermont. Mc-ay
of Indiana, Kilby of Alabama,
[yde of Missouri. Preus of Minnesoi.
Olcott of Oregon, Allen of Kansas,
iorgan of West Virginia. McKclvie
f,Nebraska, Davis of Idaho and
anmb' 1 of Arizona.
''In -pinny cases," Commissioner
[aynes declared after the meeting,
the reports of the governors were
f an encouraging nature. Xumerus
instances of lack cf cooperation I
'ere pointed out; many instances of
ic inadequacy of federal forces were
jggested.

Governor Allen of Kansas sard tonight
the conference had indicated
clearly that all the governors present:
whose states have enforcement laws
were in entire sympathy with rigid j
enforcement. Governor Cox of Mas-'

side this classification?was quoted

and more honorable men" were nec-.
essary. Since the 'law was on the
'statute books, Mr. Cox held, it must.
be enforced.

BIG NAVAL BILL
PASSED BY HOUSE
South Carolina Representative Fails
in Effort to Eliminate Section
Calling for Negotiations
Washington, Dec. 18.?The naval
anpropriatioTi bill carrying a request
that the president negotiate with foreign
powers relative to limiting construction
of warcraft under 10.000
tons was passed late today by the
hous?.
The bill, which carries a total of
$325,000,000, stood up precisely as;
fr.imed by Chairman Kelly's subcommit:ce,
which provides for an .enlisted
naval force of 80.000. the same as;
fixed last yearThere
was a flurry of talk over the |
provision under which the president!
is asked to negotiate with Great Bri- i
tain, Japan, France and Italy, but in j
the end an eiTort to change the lan- j
gjage was dropped, in the face of!
overwhelming opposition to any alteration
whatever.
An amendment to strike out the
section, offered by Representative Logan
(Democrat) of South Carolina j
was defeated and ifnaily Representative
Linebenxer (Republican) of California
withdrew his amendment
"suggesting to the president the desirability
of entering into further negotiations
with other powers as soon
:;s he may deem practicable.
Ch.tirman Butler of the naval committee
and Representative Byrnes of
Sou:.: Carolina, ranking democrat 01 j
:he Kelly subcommittee, attacked the
Lincberger oroposal. Mr. Byrnes declared
there was nothing sought un:ler
the amendment "except to piacite
the gentleman from California."
"Let it remain the Kelly amend
nent." Mr. Butler shouted, and ii- j

There was laughter from the Re- j
fjubiican side when Representative '

presented an amendment requesting ;

foreign nations with a view to form- ,

that it was a "confession of

An amendment by Representative
