e _____ m I 3 I i ~ia U UA 0 REPORT OF PRESIDENT CAL- 'v HOUN HIGHWAY ASSOCIATION c , o Second Annual Convention of the C Association, July, 1922 0 r Gentlemen: e The Calhoun Highway association e has been in existence one year. It; a consists of over 2,000 members from j a * T local associations at various pomts m r Clark, Madison, and Elbert counties, I a Ga.; Abbeville, Greenwood, Laurens, jp Newberry, Union, Chester, Lancas- o ter, Chesterfield, Marlboro and Dillon counties, S. C. Associations are S in process of forming in the North n Carolina counties of the Calhoun s Highway route to Wilmington from j b Cheraw, S. C. The counties traversed i s are Robeson, Columbus, Brunswick j and New Hanover. i r As you are aware, the organization! r consists of a president, three vice j t presidents?one for each of the states j h of Georgia, South Carolina and North | s Carolina?a secretary and a treasur- j C ur; also a board of directors consist-jg ing of a county vice president from: t each of the counties traversed, and j an additional director from each j b county on the route, additional to the's president and secretary-treasurer, t who are ex-officio members of the ' board of directors. t Each of the local associations has f its president, vice president, and sec- c retary and treasurer. Each local as- 1 sociation is expected to collect mem- t bership fees of $2.00 per annum or i ?r li'-fa mam)torvsV>m n?vin?T C C m U W IUl X i X in vtn wx ^ - - - c> in one-half of the fees to the treas- t urer of the general association and, o retaining- the other half in the treas- s ury of the local association. The local associations are expected h to bring constant pressure to bear up- b on state and county and local officials' o for the improvement of the route, j S rn1? 1 v?im.Vnvi momViors in I t 1 lit* IUI LUC UUiil'JCl Ui aiv?ivv*w ? - , each association, the more influential a it may be expected to be with county , L and state officials. It is therefore IF imperative that each association keep j t its membership up to the top-notch. jo selecting live wire officers, paying in ; d regularly the dues, and that the of- l1 ficers of the local associations keep I d constantly alive and active in bring- ;f ing local pressure to bear upon local IT authorities for the general associa- * tion. I am glad to be able to say that the r route has been approved by the State j I Highway commissions of Georgia,}^ South Carolina and North Carolina ;U that during the course of the year a J I aBMUHM This sale will subscription tak year and no subi year at that rati that rate after J There are a g: I am making thi itv tn crpt nn and . is given every o subscriber regai subscription ma; Remember it time is out July not put it off to t late to reach us After that cial be taken off the subscription pri< cy large percentage of the mileage j f the route has been changed from rdlnary roads to improved highway, j )nly slight progress has been made' n the big bridge problems at Savan- j lah, Saluda, Broad and Catawba riv-j rs. The three largest of these riv- ' & I rs, however, are passable by ferries, .nd have good ferries, though larger nd more efficient ferries on the i I iroad and the Savannah are desir-; .ble, and will no doubt be installed : romptly when the roads are built i lown to the bridge sites. Funds have been provided for the1 >a!uda river bridge, and application' nade for federal aid for a $40,000 j * ' 1- J 1. ? i tructure. L.yncnes river unuge nus een provided for. All smaller treams are already bridged. Considerable progress has been nade on the development of the di-j ect route out of Athens to Elberton, he road having been finished, partly ard-surfaced and partly top-soiled, urveyed and graded road to Colbert, lomer and Colbert are working toother for a direct route connecting hose two points. From Comer the direct route to El ierton coincides with the county I eat to county seat road from Elber- i r>n to Danielsville. That road is be-' _ ?x n ~ + ! 7 put III CTA.C"CliCiIL CUIIUiUUIl. JLIIC, hird competing route via Winterville 1 rom Athens, is said to be in good ondition and is also being improved, j "here are therefore three routes be-. ween ELberton and Athens eompet-j ng for travel. This situation is very [esirable, owing to the fact that deours are not infrequent1:/ necessary in improved roads when new con- j tuction is going on. The route from Elberton to Cal-; ? ? ^ ^ , f, j oun r alls, b. L., has not tnus iar ieen developed owing to the necessity j f determining the bridge site on the iavannah river. The matter has ieen up time and again between the authorities of Elbert county, Ga., and. Abbeville county, S. C., and some irogress has been ma'de in the mat- j er. Conflicting interests, however, m competing routes have involved. lelay in the settlement of the prob-; em, and has consequently involved; lelay in pushing for federal aid and j nr rnnn+.v simnnrt to tVip 95 a vn rma V> I iver bridge project near Calhoun 'alls. Progress has been made on the' oute from Abbeville to Calhoun! 'alls, and the road is completed from Lbbeville to the Greenwood county ( ine. From that poin Laurens county authorities will short ly improve the road to ol<j Cross II11 and Mountville L>y improving the o!< route from the Cross Hill-Lauren; highway at the Benton Fuller placi directly into Mountville, reducing ihc distance one and a half miles. The old road is lairly good and ha: hf< n worked out to two miles east o) Mountville. Thence a new road has been built on a survey in to Clinton with the exception of one mile of the distance in which the old road bed i: still in use. From Clinton east : new road has been built for some fourteen miles, to within two miles o1 the Newberry county line. Steps an being taken to improve the route securing cooperation of the farmer? in maintenance, and it is planned t< introduce a bill in the next legislature Tnv tnn cuilimr tho road across the country. Newberry authorities have had it ir mind to connect up with this roa<: into Whitmire,?a distance of aboul two miles. Thence the road :\s complete, the Appalachian route?1?: and across Enoree River, and thencc for about three miles in the directior of Carlisle. From that point the Appalachiar rrmto vppvs to the North in th? direc tion of Union. The supervisor c! Union County has promised to wort; out the route from that point to the edge of Fishdam Township. Thai Township has voted bonds for roar improvement, and contemplates con structing the road across the township to Broad River beyond Carlisle near the Seaboard trestle. The present road is in rather poor condition. The ferry on the Boad Kivcr u a small one and travel is extremely lijrht by that route. Funds, however, are legally provided for in Chester county for the construction of the road into Chester from Broad river, and when !he road is constructed across Fishdam township and from Broad river into Chester a better ferry will no doubt be installed pending the construction of a first class bridge across Broad river. The State H ?hway commission has given some consideration to the matter of thi-s brHrr" and eventually, as funds come in;hand, the bridge will no doubt be built. From Chester the road is a ton soil road the greater part of the distance to Catawba river, and a first cla^ ferry is in operation on that river.
