An organization for the Woodrow Wilson foundation in South Carolina was partially completed yesterday with the acceptance by Governor Cooper of the state chairmanship, following a conference with Dr. Clarence J. Owens, Southern director for the foundation. Organizations are to be perfected in all the 16 states.
