UNLESS AID IS RECEIVED
ROAD WORK MUST STOP
Anderson, Juno 1 I.- Whether or
not the Anderson county highway
commission will have available funds
for the completion of approximately
100 miles of roads in this county, will
Hp Hpfprmined Unlaw following the
meeting of the state highway commission.
when the matter of reapportionments
of unabsorbed federal aid
funds will be discussed. Unless the
local highway commission receives ;>t
least $50,000 of these funds, a suspension
of operations in Anderson
county until the iwi'2 session 01 me
state legislature will be necessary,
according: to announcement made
yesterday.
In the event that the funds arc unavailable,
the commission will not
suspend work immediately, but continue
operating on the several projects
now under construction provided
for under the recent issue of bonds
in the amount of $75,000.
The good roads bill passed in the
general assembly during their last
session, specifically states that unless
the commission receives federal aid
which, added to the remaining $250 000
in bonds which have not yet been
issued, will be sufficient to complete
the projects of approximately 800
miles of roads in this county, the
bond#issue of $2">0.000 will be invalid.
The bill provides that approximately

roads provided for in the bill. This
necessitates the commission having at
least $300,000 available for the completion
of the projects. At least $50,000
is necessary to enable the commission
to proceed with the issue of
$250,000.
Piain Murder
Saluda Standard.
Sunday a lad 16 years old, driving
an automobile down the wrong side
of a street in Greenville at a furious
pace, struck a small boy and snuffed
his life out in the twinkling of an eye,
, and fled. The same day an unknown
driver in the same city ran down an
old man and broke his leg. In neither
instance did the culprit stop to
inquire about or to minister to the
of his iuinrernaut.
What restitution will these criminals
^iake? Very little, unless the
courts speedily revise the measures
with which they meet justice.
The man who drives an automobile
in a reckless manner or at a furious
rate of speed, either in a city or a
less populated district, is a criminal
in the same ser.se as the coward who
tyooL-c q ffun to "defend" himself.
? e>
When they arc dealt with, the law
should take cognizance of this fact:
That they were potential killers before
they committed overt wrong.
The most powerful instrument that
the lawr has for the preservation of
life and order, is located within a
small-vault Ji'.e chamber immediately
behind the penitentiary walls in Columbia.
It is the electric chair, the
bulwark of our safety and institutions.
Thrust one of the?e calloused ruffians
into it and blase his unfeeling
spirit out of its tenement and others
of his kind will think before they
"step on the gas.'' Which is of more
worth to a community: the citizenship
of roughnecks like these or freedom
from the menace they perpetu
ate?
Judges should not impose fines for
speeding. Speeders should be trained
in the technique of swinging a
pick. Jurors should be able to detect
a murderer whether he pull a trigger
or jam the accelerator. The automobile
as useful, even necessary, as it is.
when taxed to the limit ot us speea
by an idiot (for no man with the
brain of a ground mole would take
such chances with his own life and
that of others) is as dangerous as
the most destructive anarchistic
bomb. The price of hujpian life in
South Carolina will rise to a price
prohibitive of its reckless taking when
and when only courts summon guts
enough to effectually smite those who
prey upon it.
Let our readers bring this matter
home to themselves, since the menace
also overshadows Saluda county. If
next week, or next month, or next
year, you are called upon to pick up
piece-meal the broken remains of a

nity by a desperado behind a steering
wheel, be calm?if you can. Don't
lift up your voice in vituperation
against the dri\er. Be man enough to
place the blame where it belongs?
upon your own shoulders. If vo ir
life and that of your loved ones are
not worth your concern and action in
this matter, have the grace to makepayment
unflinchingly, when it is demanded.

tornoon at a good road* convention r
held in the Masonic hall. A constitu-j
tion and by laws was adopted, officers j.
eiected, and plans formulated for the j ^
construction and maintenance of a
highway connecting Athens, Ga., which
is on the Bankhead highway, '
with Cheraw, S. (\, which is on the 1
| Quebec-Miami highway. Strong I(
i sncofhos of endorsement were madejj
J by leading citizens from the two I
states and a spirit of enthusiasm and
detei mination was in evidence that
bespeaks success for the undertaking.
The proposed highway will run from
Sheraw to Athens, making a parallel
I route with the Seaboard road and tra;
versing a territory of twelve counties
j in the two states. The project started
I a month ago, is now well under way
as the reports showed from all alone:!
the line, more than 1800 members in
the association having already been
enlisted with the work just commencJ
ed.
The convention was called to order
I by the temporary chairman, J. F. JaJ
cobs, Sr., of this city . After giving
la brief outline of what had already,
| been accomplished, the matter of a
! permanent organization was entered
into and the delegations to the convention
were seated. The by-laws and
constitution as drawn by Mr. R. E.
Hanna of Che raw were unanimously
adopted.
