GOES TO SENATE
HOUSE PASSES APPROPRIATION
BILL AS SUBMITTED
Increase in One Salary Only Alteration

With only one change, and that, by
* the way an increase of $000 in the
salary of a secretary, the general appropriation
bill as submitted by the
ways and means, parsed its second

and despite the bombardment of
amendments to which it was exposed,
it goes to the senate unscathed in
practically the identical shape in
* which it came frc-m the hands of the
ways and means committee.
With the echoes of the speeches
made at the taxpayers' meeting yesterday
afternoon hardly silent in the
hall, the house heard the appropria
lion bill read, saw the amendments
submitted and heard speeches made
in efforts to cut down certain appropriations.
But so strong were ihe
forces which rallied to the support of
the ways and means committee that
' the bill suffered not a change but the
one mentioned above; not a single cie1
partment of the state government was
cripplc-d by curtailment by the house
and n^. a single employee's position
was abolished. The bill carries a to
tal appropriation of $G,5S4?3G1.7i.
Two Days in One
Not only did the house give the appropriation
bill a second reading but
it put in two legislative days, stopping
the clock before the hands readied
midnight and adjourning. It reconvened
at 12:02 this morning, heard
the bill given a third reading and
y then ordered it sent to the senate.
Most of the amendments to the
appropriation bill were offered by
Representatives J. K. Owens of Marlboro;
G. W. Binnicker of Orangeburg;
E. P. Brace of Oconee; E. A.
Brb\vn of Barnwell and McK. Barr
of Lexington. Other members fought
some items in the bill strongly but the
bill in the hands of. Representatives
E. T. Huges, chairman of the ways
and means committee; C. X. Sapp of
Richland, Thomas McMillian of Char
leston, R. I. McDavid of Greenville
and others rolled steadily alons and
was never seriously threatened
? though time after time a division was
called for when the vote was close.
, The house started off bravely
enough to read the document item
' by item but when it had waded
f through 18 sections it adopted see-,
tlon by seetion and at one time a mof
-tion was made to adont the bill as a
- ' whole as it came- from the ways and
means committee.
The fight against the bill reached
? its culmination in the attack c;i the

tax commission, amendments being
: made to practically every item. Ev<
ery amendment was laid on the table

to give the tax commission $100 with

for increases, except in one instance,

$1,200 to 81,800.

into the bill, this being an appro
priation cf $1,000 for the empioymenc,

When discussing the ofSce of the
commissioner of agriculture, it was
brought - out that the sum of $5,000
for printing inb market bulletin had
rj, 'been appropriated, provided that the
bulletin is printed at Clem son college.
