AS TO ROADS.
Every one is in favor of better
roads. Every one will admit that the
roads in this county are in need oi
improvement. No use to waste time
endeavoring to prove to the people
the importance and necessity of better
roads, or to tell them that the
people all around us are talking j
oK^nf nnr roads and that almost any ]
county in which you may travel you
will find better roads.
The question is how are we to get
better roads in Newberry county. Ii
takes money to build them. The people
are ready and willing- to put ur
the money if fhey can be convinced"
that the money -frill bring the roads.
And they are not so near sighted o:
so selfish as to expect the good road
work to start at their door or in front (

of their place. 1 ney wuuiu ii..c iv :
know that the money is going to be
spent wisely and that the road is going
to be built and that it is going tc
be maintained after it is built. In
fact that is really the big questior
now when we come to talk about road
building. Is there any provision fo'
the maintenance of the road after^it
is built. *
Under a recent act of the legisla
ture there was provided a system of
co'unty highways and when that system
is laid out by the state highway
commission provided in the same act I
and the roads are put in proper condition
by the various counties, ther I
they are to be taken over by the j
commission and maintained. A fund I
by the levy of a two mills tax and
the automobile license tax was pro
vided for maintenance and this tax
will i>e collected whether we join the
system or not, and if we do not then
there will be a missing link in the
connection of the various counties
under this state system. It is estimated,
we understand, that it will
take about one-half of the proposed,
bond issue to make the connection o<
.the roads already selected by the
mmrrnssion. but when that is don?
there will be no more expense on the
part of the county for maintenance
sarid then the remainder of the bond
money could be utilized on other
roads.
If Newberry should stand aloof and
not make provision to connect ur
with this system provided by thr
state then the only thing would be
for the commission to go around uc
and connect with Union througl
Fairfield and with Greenwood through
Saluda and Laurens from Greenwood.
We do not believe that the
people of Newberry desire ta sec
an:rthing like that take place, and i'
would be economy to spend the entire
amount proposed by the bond issue
in making these connections and tak
ing step with the other ^progressive
counties of the state. But the issue
is presented to the people for their
* * determination. If we wait to make r
start at good road building un.:! we
get a fund to provide the roads for
the entire county at one time we will
never start.
We have a reputation far and near
for the bad roads in this county.
They can never be made better until
the people provide the means for the
building of them. This is an opportunity
to' build and to have the main-1
tenance guaranteed.

CHAMBER COMMERCE STARTS
FARMERS' EXCHANGE!
The chamber of commerce is organizing
a farmers' exchange to assist
farmers in selling their products
and in finding supplies which they
wish to buy. ?
If people throughout the county
will notify the chamber of commerce
of their wants and their offers, a record
of them will be kept, and an effort
made to bring buyers and sellers
together.
This work is being undertaken with
the approval of and in cooperation
with T. M. Mills, the county agent.
Mr. Mills has turned over to me
chamber of commerce such "For
Sale" and "Want" notices as he has
at present. In the future such information
may b<* given directly to
the chamber of commerce by letter,
by telephone or by personal call, or
given to Mr. Mills.
Farmers having eggs, butter, poultry,
garden truck and seed supplies
to sell are especially urged to take

No. 55, the county of Newberry, state
of South Carolina, have filed a petition
with the county board of educa
tion of Newberry county, South
Carolina, petitioning and requesting i
that an election be held in said school
district on the question of levying a
special tax of four (4) mills on the
taxable school property within the j
! said school district.
j Now, therefore, we the undersigned
composing the county board of
education for Newberry county, state
i of South Carolina, do hereby order
the board of trustees of the Fork
school district No. 55 to hold an
election on the said question of levying
a special tax of four (4) mills to
be collected on the property located
within the said school district, which
said election shall be held at the
Fork school house in the said school
district No. 55 on Saturday, the 4th
day of September, 1920, at which
said election the polls shall be opened
at 7 a. m. and closed at 4 p. m.
The members of the board of
trustees of said school district shall
act as managers of said election,
