Harris Gives Four Commandments *o

I Four commandments will have to
be kept by the farmers before they
will be able to put the price on their
-j own cotton, which is their right to
do, says B. Harris commissioner of
agriculture. These are, he says:

"The farmers must diversify theirj
crops to the extent that their farms ;

ate not alone with other farmers, j
bin. with the merchants and bankers i
[ jsmd business men. Get them to join
L the American Cotton association, j
m Why? Because the cotton crop is j
^ the money crop, the backbone of all j
finance, all prosperity, all business, |
all progress, all improvement, all ed- j
ucation of the South, ? and always |
will be. It is up to every man, no j
matter what his business, to get be-j
hind the cotton crop and make it sell |
for a profit to the grower over the
. cost of production. If this is done,
and when it shall be done, the South
W will be the richest country in ' the
ft world?for it is the most resource1
ful. Final success can be attained
| only by the complete organization of
i all the people of the South.
I "Now, as to warehouses. These
I , should be throughout the South in
I number sutficient to take up the slack
R in the crop. Then receipts can be
I issued that should be regarded as ne|
gotiable scrip in any country. No
' better collateral can be had. I can
not say much about any of these
points without repeating much that

lesson which bears repeating and the
people should learn it thoroughly.
"The fourth commandment which
I wish to urge upon the people is to
organize a cotton fund to let out
loans upon cotton?this fund not
to be a general banking proposition,
but to protect cotton. For when a
bale is put into a warehouse it must
stay there until the spinner will pay
the price set for it by the American
Cotton association.

that is the cotton which always controls
the price, it is the deciding factor

South Carolina Contributes More
Than Twenty-Six Million.
j Washington, July 26.?The nation's
greatest tax bill, $5,410,284,!
874, was collected during the fiscal
'year ending June 30.
Official figures tonight showed that
| the tax paid in the last 12 months
jhad exceeded all estimates of con^resisional
and official, by approximately
$300,000,000 and was nearly 75 per

in either of the war years oi
1918 or 1919. The 1918 tax levy
yielded $3,694,619,638 and the taxes
in 1919 aggregated $3,839,950,612.
Collection of the record breaking
assessment cost the government $29,750,000,
or about 55 cents for each
$100.
Revenues derived from income and
excess profits taxes alone were $3,944,555,737
for the 12 months,
which is nearly $1,250,000,000 larger
than the last two years. An increase
also was shown in the receipts
from miscellaneous taxes which
