Whc n_ the war department was ready to distribute the victory 'medals they chew up great bulletins and issued all sorts of pamphlets concerning the distribution cf this medal, but t'nev surrounded the awarding: ivith so much red tape that the exsoldier gave it up as hopeless and kvas willing for his medal to remain ancallcd for rather than go through kvith all the formality required. The government sensed the trouble ind set about to reach the men :hrough some agency, for although ;he medals were ready" for distribu;ion there were no applications, and >nly this month was it announced hat the American Legion had been ailed cn again by the war departnent to assist them in doin<r some-j hing which they had failed at', hrough the regular channels-.
