There is an old saying that, while
money cannot buy happiness, it can
buy a good imitation. This may be
true, but nothing that is not genuine
can endure. The imitation soon be-,
comes shorn of its attractiveness.
In "His Wife's Money," a new
Selznick picture, Marion Phillips
? seeks to buy happiness for herself
and husband through the use of her
[personal riches. Richard Flint, playled
by Eugene O'Brien, is too much of
la thoroughbred to live on his wife's
wealth, and when the two are married
trouble follows when Flint learns
that his wife's money is helping to
nav their expenses.
W Eager to test Marion's love, Flint
proposes they go West to work a
gold mine. But the rugged West
<Ioes not appeal to Marion, and
whAii temntation to return to her old
life presents itself in the allurements
held out by James Cardwell, a
former suitor for her hand and

Buckingham Resolution to Pay Rela*

was introduced in the house
this morning to provide overtime pay
W for legislators. The resolution calls
for $100 for each member in the two
houses. It was introduced by Messrs.
James E. Davis, Miley, McMillan,

senate the Berry bill to establish a
standard tread of fifty-six inches for
all vechicles after January 1, 1921.
The Meares bill to provide censorship

for and against the measure. Those

Hart, of York, and Bellamy, of
Beaufort. Those arguing against the
measure were: Hanahnn, of Fairfield;
James E. Davis, of barnwell, and
Beiser of Sumter. Chief argument
for the resolution was that the tax^
payers should not be called upoi. to
pay for a mob's action. Argument
against was that the sectic.. had a
deterrent influence against lynching,
that it was on of the basic principles
of law and order and to strike it out
or to send it to the people would be
putting the stamp of approval on

The house tonight by a vote of 51
to 23 killed the resolution by M^\
^ Buckingham, of Aiken, to relieve,
J counties of damages to the amount I
of $2,000 to relatives of a man killHE^ked
by a mob. The bill caused warm J

|^r The house tomorrow will vote on

the Bellamy bill to put a one-half mill
levy on all taxable property for the
creation of an executive building for
State Departments in rented quarters
to cost not more than $1,006,000.
The bill is likely to be amended tomorrow,
calling for a statewide referendum
on the question of a bond issue
for this amount.
An nmr>ndmf>nt to this effect has
been offered. Another amendment
proposes the sale of the two state
farms operated by the State Penitentary,
another amendment would
build two wings to the State House
and impose a levy of five mills to
provide the fund.

Cross Hill, Feb. 25.?Miss Clara
Dukes, one of the salesgirls in the
dry goods department of J. H.
Rasor's store, was married last Monday
to Mr. Hayne Dominick of Chappells.
The marriage ceremony took
place at .Greenwood and was performed
by Dr. Jester of the First
Baptist Church. JUiss Clara has
many friends here, in her native
town, who wish the happy couple
many happy and prosperous years.
Just two months ago Miss Duke's
younger sister, Miss Sarah Dukes,
was happily married to Mr. Wallace
Dominick, a brother of Hayne.
The two brothers are running a
garage at Chappells. Hayne is also
a lawyer. They are sons of Mr.
Simp Dominiek, a prosperous farmer
of Newberry county.

AND TO REGULATE TRAFFIC
AND THE DRIVING, OPERATING,
STOPPING AND PARKING
OF ANIMALS AND VEHICLES
IN SAID TOWN, ETC.
Be it ordained by the mayor and
aldermen of the Town of Newberry,
South Carolina, in council assembled,
and by the authority of the
same:
Section 1. That it shail be unlaw

fill for any person to arive or operate
a motor vehicle in the Town of
Newberry at a greater rate of speed
than is reasonable and proper at the
time and place, having regard to the
traffic and the use of ?the streets,
and their condition, or so as to endanger
the life, limb or property of
any person, or in any event at a
greater rate of speed than ten miles
per hour when turning corners, or
a* a greater rate of speed than fif 1

and places. The provision of this
section shall not apply to policemen,
firemen and employees of the fire department
when they are responding
to an alarm of fire. The owner of
any motor vehicle, as well as the
driver thereof, shall be liable under
the provisions of this section for any
violation hereof by the driver of
such motor vehicle unless such motor
vehicle is being used at the time
of violation without the coasent of
such owner.
Section 2. It shall be unlawful
for any person to run or operate any
motor vehicle on the streets and thoroughfares
of the town of Newberry
without the same being provided at
all times with good and sufficient
brakes, in good working order.
Section 3. Every person travelling
or passing, and every person riding,
leading, driving or operating
any animal or vehicle of any kind,
on or over any road, walk, way,
street, thoroughfare or bridge in the
Town of Newberry, shall keep entirely
on the right of the center of the
said road, walk, street, way, thoroughfare
or bridge, so as not to obstruct
the passage of any other per

son, animal or venicie, on me omer
side of the center thereof; provided
that any person, animal or vehicle
may pass to the left of the center of
such road, walk, street, way, thoroughfare
or bridge when passing another
person, animal or vehicle traveling
in the same direction.
Section 4. All persons driving and
operating motor vehicles in the Town
of Newberry shall, when turning
such vehicles around, and shall,
when crossing the center of the
street to attain or reach the opposite
side thereof, at places other than
street crossings, indicate and show
such intention of turning around
such vehicles or crossing the center
of the street by exhibiting iVls or her
hand in such a manner that other
users of the street may be warned
of such turning or crossing.
Section 5. That it shall be unlawful
to park, stop or stand any animal
or vehicle for a longer period
of time than ten minutes, unless
loading or unloading such vehicle
and then only for such time as is
necessary for such loading or unloading,
in and on the following streets,

of Holman street to the intersection
of Vincent street;
On Boyce street from the intersection
of College street to the intersection
of Nance street (except as is
hereinafter provided);

conveying firemen, employees of the i
t waterworks department, fire appara- ]
tus and policemen responding to such j
| alarm of fire. <
! Section 10. When a fire is in
! progress in the Town of Newberry a \
fire district is, and shall be, estab- 1
! lished around the scene of such fire ]
j for a distance of three hundred feet ]
in each and every direction from the j
I point of said fire; and the said fire <
district may at any time be increased , 1
,and widened by the chief or acting m
! chief of the fire department, when it j j
I shall appear to said chief or the said j
! acting chief that it is necessary or j
j proper to do so; and it shall be un- ]
| lawful for any person to drive or
place any animal or vehicle within i
i the limits of said fire district except J
animals and vehicles conveying fire- ;
men, employees of the waterworks j
department, fire apparatus and police- j
men to the scene of fire.
i Section 11. It shall be unlawful
jfor any person to interfere in any .
j way or to obstruct in any manner
j the running, operating or driving of
any fire truck or any vehicle convey
ing a fireman, fire apparatus or policeman
to a fire in the Town of
Newberry, or to ride on or to attempt
to ride on any fire truck unless
such person is a fireman, or employoe
of the fire department, or a
policeman or is invited to ride oh
such fire truck by an officer of the
fire department or the duly authorized
driver of such fire truck.
Section 12. It shall be unlawful
for any person to drive or operate
any animal or vehicle in the Town
of Newberry while under the influ
ence 01 intoxicating nquuia ui narcotics.
Section 13. It shall be unlawful
for any person in the Town of Newberry
to use any animal or vehicle
without the consent of the owner
thereof, or to injure, interfere with
or to remove, without the consent of
the owner, any vehicle or animal;
provided, however, that this section
^hall not apply to police officers and
to those assisting police officers in
the removal of animals and vehicles
from places where said animals and
vehicles have been left standing or
parked contrary to the provisions of
this ordinance.
Section 14. It shall be unlawful
for any person under the age of fifteen
years to drive or operate any
motor vehicle on the streets and
thoroughfares of the Town of Newberry;
provided, however, that persons
twelve years of age and over
may drive and operate such vehicles
on such streets and thoroughfares
when conveying themselves or other
persons to school or to church and
when returning from school or
church to their homes.
Section 15. It shall be unlawful
for any person under the age of
eighteen years to drive or operate
any public service mdtor vehicle, for
the transportation of passengers or
?oods, in the Town of Newberry.
Section IB. It shall be unlawful
for any person to run or operate in
the Town of Newberry any gasoline
jr oil motor vehicle which is not provided
with a suitable muffler, where;
Dy the noise from the exhaust gases
af the engine is muffled, or to use
any device', commonly known as a
'cut out," whereby the exhaust gases
ire discharged without passing
through said muffler.
Section 17. It shall be unlawful
.?or any person to drive or operate in
:he Town of Newberry any motor velicle
unless the same is provided with
i suitable bell or horn or other sigial
and be so constructed as to exlibit
during the period necessary

rehicle; and no spot light shall be
lashed on any car while said car is

Section 18. The horn or bell or
ther signal provided for in the preceding
section of this ordinance
ihall be used to give signals when

when necessary to attract their
ittention, and when turning corners
ind street intersections; and it shall

Section 19. That it shall be unawful
for any person in the Town
)f Newberry to use on any vehicle
my siren horn or whistle, except on
ire trucks and on cars or. vehicles
ased by firemen or policemen wheD
esponding to an alarm of fire.
Section 20. It shall be unlawful
for any person to leave a vehicle of
iny kind on any street or in any pubic
place of the Town of Newberry
when parking is permitted for a long
;r time than twenty hours at a time.
Section 21. It shall be the duty
)f every person when moving or
starting any vehicle which has been
parked or stopped for any time to be
careful to see that his or her vehicle
does not' collide with, or run into,
any other vehicle or any person or
animal either in motion or standing
near or parked close to his or her
vehicle; and any person running his
3r her vehicle backward for any purpose
shall be careful to see that no
person, animal or vehicle is in the
way and shall give proper warning or
signal of his or her intention to run
said vehicle backward. Any failure
to comply with the provisions of this
section shall be held and deemed to
be reckless driving and a violation of
this ordinance.
Section 22. During and just preceding
any parade or public demonstration,
or when necessary to preserve
order or to protect life, limb
ar property, the Town Council, or
Mayor or the Acting Mayor, may order
or direct that any street or part
}f a street shall not be used by persons,
animals or vehicles, or by cer:ain

son to violate such order.
Section 23. All ordinances and
parts of* ordinances inconsistent with
this ordinance and the provisions
lereof shall be, and are hereby, repealed
from and after the time this
ordinance goes into effect.
Section 24. Any person violating
:his ordinance, or any provision
thereof, shall, on conviction in the
recorder's court of the Town of Newberry,
be punished by a fine of not
more than the sum of one hundred
dollars or by imprisonment in the
;own guard house or upon the public
works of the town for a period of
lot more than thirty days.
Section 25. This ordinance shall
io into effect on the 10th day of
March, 1920.
