The need for such a measure has j been stressed by the comptroller gen-! -c-al, who asked that $15,000 be appropriated for this purpose. Under: the old system it is possible for the j comptroller general to make only a j few audits each year, and it will re-! i <iu:ie several years to bring the books ar.d records up to date. This meas- j are will mean the detection of many errors which have unavoidably crept! in, as the books of many instances1 have not been audited in eight or ten ' years. The vote on the motion of Mr. j Owens of Marlboro to strike out the : enacting: words was 35 to strike out; the enacting words with 48 against. . The bill was then sent to third read-! ir.g by a vote of 46 to 21. Those speaking for the measure; were: Welch of Williamsburg, Berry j of Orangeburg, Hanahan. of Fairfield, j MrMillan of Charleston, Minis of < "Edgefield and Belser of Sumter. | Opposition was expressed by Owens < of Marlboro, Stone of Anderson and j .Xeenan of Aiken. \ < Handle Much Money. Mr. Welch said the total amount1 < by these county officers was J more than 810.000,000, of which the j c stye's share was about $3,500,000. ! No private enterprise handling such j an amount of money could afford to : c ?et its books go by without an audit j at least annually, and possibly semi- j .annually. Mr. Berry thought it was the most < important measure, in so far as safe- j guarding the interests of the people was concerned, that had been before the legislature this session. Mr. Owens characterized the meas-: ureas "a piece of meddlesomeness." Mr. Mims thought many county books were in need of such an audit, but didn't know it. Mr. Stone's opposition was largely ] incident to the possible amount that ] might be necessary to put in effect i;he audits. ] Mr. Keenan thought it was absorp- j tion of the powers of local govern- j; rnc^r bv the state.
