Only in a few centers in the South was an increase noted. Ventilation of street, cars and theaters and personal precautions by citizens are about the only measures taken so far. r *s?5* THE GOOD ROADS MEASURE. ! The legislative committee of the House and the Senate for the preparation cf improved highway legislation . has completed its work and the bill is now be ins: typed by the engrossing department and will be introduced in' to the Genera! Assembly when it convenes next week. The length prevented the engrossing department from completing more than half of it before it finished its work today and it hardly will be completed in time for the bill to re ceive its first reading next Monday night when the legislature reconvenes: but more than likely it will bg introduced Tuesday. The bill provides for a dual system of state and county highways but it. ...u w.u IS Silent <IS lO ine liiuieneu wmi'ii .shall constitute the roads. It provides that the state highway department will construct the system of state highways linking up the county seats fc of the state, covering such main | arteries of travel as the commission I deem advisable. With the consent of the county authorises it will have the right to lay out county systems of , Voads. the cost of construction of which shall be out of county funds, the county is to retain the title to th2 roads and bridges. License Fees for Cars. The bill provides that beginning with next year all automobiles weighing 2,000 pounds or under shall pay an annual license of S6 and an additional licens of S2 for every additional 500 pounds. The measure provides P a license fee of $10 a year for onel ton trucks, $50 for three-ton trucks, $100 for four-ton trucks, S300<for five-ton trucks, $500 for six-ton trucks, SI,000 for trucks of seven to#s or over. Each motorcycle must pay an annual tax of S6. Dealers' licenses are $25 yearly for the first make of motor driven vehicles sold and 31f> for each additional make. Of the amount accruing from the licenses tax 80 per cent is to he spent in the county from which it originated (*cr the maintenance of the state system in those countk-s. Any surplus can be used in the cou.uy for roads and bridges in such manner as decided upon by the highway department. The remaining 20 per cent is to go for the expenses of the department and for and t;> counties in construction of roads and bridges. The bill iik;-wi>e provides an annual levy of two mills on all taxable propc!?\ x>: the state. The rcrsomitl of the commission remains unchanged. Luther Cook, Georue Dominick and William Smith of near Greenwood have been spending a few day* m +V-vio iv?n n i t\r Ill IU1C The election held at Excelsior school house on Wednesday, February 4th, for the purpose of voting an additional 2 mills on the taxable property in the district for school purposes carried in full. Eighteen votes were cast and all favored the tax. Excelsior school and Swilton school will unite and a good school building will be erected some where near J. S. Watts' home. It has been promised the people that Excelsior school house be let alone as a place to hold religious services regardless of denomination and we hope this will be done. Religious services have been ) eld at Excelsior by different ministers for a number of years and the people will all admit that much good has been accomplished by these services. i The first public movement in America toward the systematic training of women for teaching was the normal school opened at Lexington, Mass., in 1839.
