The Barnwell bill, providing an annual
tax of $1.25 on each dog in the
^?tate, was passed and sent to the
senate. For several years such a
/measure has occasioned warm debate,
but last week the bill was advanced
-after brief discussion and without
threat opposition, as no law at all was
regarded as detrimental to sheep raisin
the state.
The Dreher amendment to the Aus
iraJian ballot law was returned to the
"house from the senate last night with
:slight modification by the upper
^ouse. The law now allows the illiterate

Hamblin bill to regulate the

three or four brief arguments
-against the measure had been made
with the author speaking for the bill.
.Speeches in opposition were made by
lir. Berry of Orangeburg, Mr. Bucki^ham
of Aiken and Mr. Hanahan of
Airfield. It was on the motion of
Mr. Berry that the enacting words
vere stricken out. The general trend
Hip *rsrument from the opposition
r^as that the bill was fanatical.
"Two Special Orders.
The ways and means committee
to create a state board of tax

association which meets in

The use of-the library at the University
of South Carolina was offered
the members of the legislature by
President Currell. This offer was
^acceptec 'with thanks.
Among U>>e third reading measures
passed and tmiered to the senate was
.the Atkinson bill to remove the
^.Cedar Spring institute from the provisions
of the act creating the state
board of charities and corrections.
Another bill relating to the Piedrmont
