mm RAC.HOMA ^ffgfjATION MB IN NEWBERRY COUNTY v Bv Dr. James A. Hayne, State Health W Officer. I ?i A (By Jno. K. Aull.) Jk Columbia, Dec. 30.?With regard [o to the trachoma situation in NewL berry county, Dr. James A. Hayne, \ slate health officer, secretary of the state board of health, today issued the following statement: "The first intimation that there existed a condition in Newberry county || that demanded an investigation was & through the fact that several chiiW -dren had been operated on in Columbia by eye specialists for a condition of the eyes which they called trachoma. This disease being communicable, and when under treatf inent resulted in a grave condition of ? i i 1 the eye, and frequently ot complete blindness, the state health officer requested Dr. B. D. Caughman of this city, an eye specialist, to go to cer| tain schools namely, Monticello, B Saluda and O'Neall. These schools B were near PProsperily. This was i further emphasized by a letter from " the trustees of these schools, namely, 1 Mr. B. A. Connelly and B. S. Counts; also from R. C. Hunter, teacher of Saluda school; also a letter from 0. B. Simpson, M. P., of Prospertiy: also a letter from C. T. Wyche, M. D. Dr. B. D. Caughman reported that he found that a number of these- cases were in his opinion trachoma. I then sent Dr. T. A. Quattlebaum, an <eve specialist of this city, who rei ported that there were 'a number ot ^ cases 4n the schools he examined. \ These schools were Fairview, Wheeland, Big Creek and St. Luke's. Upon \ receiving these reports I communicated with Hon. Fred H. Dominick, congressman from the third district, and asked that he assist me in obtaining the detail of a specialist in trachoma from the United States public health service. # "The public health service through Dr. Rupert Blue, surgeon general, sent Dr. J. L. Goodwin to investigate these cases. Dr. Goodwin submitted the following report: "On November 11, he examined 297 pupils in ' 7 rural schools; found 22 cases trachoma and 6 suspicious cases. On November 12 he examined 390 pupils in five schools and found 15 cases of trachoma and 11 suspicious cases" ypon this report it was decided to open a clinic at Prosperity, upon request of the following doctors: Geo. Y. Hunter, Jacob S. Wheeler, J. I. Bedenbaugh, C. T. Wyche, Jno. J. Dominick and O. B. Simpson. A clinic was held at Prosperity Decem. ber 6 and there were 26 children operated upon. The total number of operations performed, 26, total number of people examined, 80, and * number of physicians present, 4. "Dr. Goodwin had been requested by Prof. O. B. Cannon and Dr. Jno. B. Setzler and Dr. P. G. Ellesor to the Newherrv schools. This , was done on December 5. The following report was submitted; four schools were examined, viz, Boundary, Speers Street, West End and jVfollohon. Number of pupils examined 722; trachoma cases 41> i "Dr. Goodwin was directed to endeavor to secure from the city of dewberry a place to operate, and such gauze, cotton, ether, and other material as might be necessary for the operation, and the serviced 'of a trained nurse and some local physician to give the anaesthetic, so that the children "diagnosed as trachoma U /% - ? uxigiii ue upcraceu uu <inu uur vustraec cured. While waiting for these arrangements to be perfected, some children were taken to Greenville to Dr. J. W. Jervey, a prominent eye snec'nlist, of that city. Dr. Jervey ? stated that these children did not have "trachoma but had follicular conjucti-vitis and that an operation was unnecessary. . A child was sent to Dr. Calhoun of Atlanta, an accepted authority on diseases of the eye in that city, who pronounced the case trachoma. There being so much difference of opinion by eminent specialists, Dr. Hayne decided to appoint a committee of three well known eye specialists of South Carolina. He appointed on this committee Dr. J. W.J Jervey, Greenville, Dr. C. L. Kibler, Columbia, and Ed. F. Parker. Charleston. The two first named accepted but Ed. F. Parker although willing to serve was unable to do so in the short time given him. So Dr. Hayne appointed in his place Dr. E. R. Wilson of Sumter. This committee was to go to Newberry, report to the mayor of the city, Eugfene S. Blease, and Dr. J. K. Gilder, a special committee, in whose hands was left the arrangement of a clinic by the city council of Newberry. JL/r. O. XV. TT IMUI1 U1U I1VV k/Ub Dr. Jervey and Dr. Kibler went and examined some SS children, ail of whom were pronounced not to have tiachoma by Dr. Jervey, while 12 were pronounced trachoma by Dr. Kibler, 14 suspicious and 11 negative by Dr.. Kibler. These reports were transmitted to Dr. Hayne and as there was such a difference of opinion, after talking the matter over with Congressman Dominic k we decided t:> t l General Blue to send the very best. ; authority afforded in this country to determine whether we had trachoma i to deal with and if so if it was of such a character as to warrant a clinic beins: established in Newberry county and the children pronounced positive beinc: excluded from school or account of the contagious nature of the disease. "We received the followinc telegram, 'Congressman Dominick reports difference of opinion local physicians and Goodwin relative -trachoma situation, and requests conference McMullen and you. McMul len will be ordered to confer with you at your request." This telegram was signed by Surgeon General Blue. ? .1 J. i.1. _ J* ?I1 Mmnn "Dr. iiayne men seni uie iimuwmg, telegram to Surgeon General Blue, ' "Owing to difference of opinion between S. "I also sent the following tele- 1 gram to Dr. Blue, "At request of : I Congressman Domyiick, am requesting full detail of Surgeon McMullen's j service history with special reference I to his training as eye specialist and his connection with trachoma inves- i tigation. This data will be used in connection with trachoma controversy I ~ i i? i in i\e\voerry county. "I received the following reply: "James A. Hayne, Stare Health i Officer, Columbia, S. C. !
