Columbia, Feb-. 15.?The house, by a remarkably speedy legislative proceeding, perhaps unequalled in the history of the State, has disposed of the general appropriation bill and sent it -over .to the Senate, and the matter of final adjournment of the general assembly is now up to the senate. There is a considerable amount of very imj portant proposed legislation yet un* disposed of, and action upon these .measures may carry adjournment sine die - beyond the ""coming week, but there is a strong possibility that the end of the session may be reached on Saturday. \t former sessions of the general assembly appropriation bills have been introduced earlier by the ways and y means committee, but perhaps never before has the general measure carrying the appropriations for the fiscal * year been so speedily disposed of by i the house. The bill was introduced in the house on Thursday night. It could not come up, under the rules, consideration until Friday. It was taken up by the house at about 9 " -1-Vi. Another legislative i day was required in order to give tbe bill its final reading-. So a minute -or two before midnight, tbe bouse adjourned to meet?for the next legisla* tive day at l2:QJ. o'clock Saturday ^morning, one m&rote after midnight, 'and in a few minutes the measure was d given its final reading &y the house * and ordered sent to the senate; } - ,. f, x ' -7 The senate had already adjourned antil Monday night. The house then adjourned until Monday night also. So what may be the final week of the session will begin Monday night at 8 /6'cfock, when both houses will reassemble. The appropriation bill, as it came from the ways and means committee, * carried a total of $3,324,516.45, as o tAtoi nf for the year 1918. The bill passed the house with increases aggregating $20,400. making a total of seven and three> lourths mills, as against a levy of ^ eight and one-fourth mills fixed by Comptroller General Osborne for 1918, who reduced the levy under the flexible clause of the bill, which authorized him to reduce it to such amount as would take care of the appropriations fixed, in view of the assessed ' valuation of property. The adjutant general's -office is given $22,700, as against $62,499.50 last year. There are provisions made for reserve militia equipment, etc., but no provision for reorganization of the National Guard. The attornev eeneral's office is given $18,135.40, as against $12,135.40 last year. Ten thousand dollars of this amount is "for assisting counsel fees in connection with litigation of canal commission, $4,800; and for per diem and expenses of canal commission to be expended in its discretion, with the approval of the attorney general, $5,200." For public schools $364,102.66 is appropriated, as against $509,104.92 last year. However, in this year's item, something like $160,000 of unexpended balances is reappropriated, which would really carry the amount above last year, but considerably under what the State superintendent of education asked for. The State librarian's office is given $3,125, as against $3,139 last year. For public buildings $4,120 is carried, as against $5,870 Jast year. The department of State electrician and engineer is given $26,850, the same as last year. The Catawba Indians get the same appropriation, $7,500. For the, department of agriculture, commerce and industries, $4,S00 is ap propriated, as against $4,200 last year, svith the usual provisos, allowing the iepartment to use its revenue, through he regular State channels, and concert back into the State treasury un}kpended. balances. a v The judicial department is giv &124.041.98, as against $124.S36.36 i. st rear.
