Wilson today signed the new man
[power bill and immediatel issued a
proclamation setting Thursday, Sep- \
tember 12, as the registration day for 1
all men included in the 18 to 45 age '
limits.
In his proclamation the president
reiterated in ringiing words the part
America is playing in the war and tha
part that she will continue to play
