acr.ilitary and naval bills preferred legislation
for the rest of the session.

Kahn was asked if the war department
had asked for more troops as
a result of the western front drive |
or if congress were disposed to act
with the department's suggestion
"There has been no request from
the department.'' he said. "Our plan
now is to carry out the first draft acr,,
there is no plans for the future. We
have authorized the raising of 1,612,24."

"I expect that when Secretary
Baker returns from Europe, after haring
seen the magnitudte and the intensity
of the struggle there, he will
appear before congress and the nation
with a demand for a vatsly greater
military establishment than has so!

"My impression is that plans for
making the army greater will await
his return. But bills to perfect the
present machine should be passed at
once."
The war department and congress
?.re still deadlocked over terms of the
next draft legislation. The war department
insist that men shall be
drawn from the various local districts
in proportion to the registrants in
class one. Rural legislators are fighting
this.
"Members are treating this legisla- j
tion as if we were going to draw:
about 3CK).000 men,'* said Kahn. j
question whether their district shall j
be called on to give a certain number]
I of men. or a few dozen or hundreds I
more than that, is uppermost in their j
minds.
"The country would better remem-;
ber that, before we win this war. we j
will have all able-bodied men on the j
firing line.
"Germany's great drive will fail and
then will devolve on .he allies the
great task of undertaking a-win-thewar
push themselves."

Th? National Food Administration Is
anxious to impress the message of :
conservation to ttie utmost. The peo- ,
pie of the country at large do not ap- .
predate the demand for wheat. The :
Food Administration at Washington
has stressed the situation in this n?- (
tion wide proclamation: !
"If we are to furnish the allies with
the necessary proportion or wneat to ,
maintain their war bread from now j
until the next harvest, and this is a ,
military necessity, we must reduce i
our monthly consumption to twenty- j
one million bushels a month as against I
our normal consumption of about for- j'
ty-two million bushels or fifty per cent !
of our normal consumption, reserving ]
a margin for distribution to the army j
and for special cases, leaves for gen-;
eral consumption approximately on? ,
and one-half pounds of wheat products ,
weekly per person. Many of our cua
tomers are dependent upon bakers'
bread, such bread must be durable, !
and therefore requires a larger pro j
portion of wheat products than cereals j
baked in the household. Our army i
and navy requires a full allowance, j
The well to do in our population can |
make greater sacrifices in the consumption
of wh^at products than caa |
the poor. To effect the needed sav- j
ings of wheat, we are wholly deepnd- i
ent upon the voluntary assistance of '
the American people, and we do ask j
that the following rules be observed: ;
"First, householders to use not to |
exceed a total of one and one-half !
pounds per week of wheat products |
per person.This means not. more than '
one and three-fourths pounds of Vic- j
torv bread containing the required j
percentage of substitutes and about <
one-half pound of cooking flour, maca- i
roni. crackers, pastry, pies, cakes, :
wheat breakfast cereals all com- j
bined.
"Second, public eating houses and i
clubs to observe two wheaileas days j
per week. Monday and Wednesday, as
at present. In addition thereto not to !
serve in the aggregate total of mor?
breadstuffs, macaroni, crackers, pan- j
try, pies, cakes, wheat breakfast ce- i
reals, containing a total of more than j
two ounces of wheat flour to any one :

products for non-food purposes should
cease such use entirely.
"Sixth, there is no limit upon tha I
nse of other cereals, flours, and meals,
corn. barley, buckwheat, potato flour,
etc. Many thousand families throughout
the land are now using 110 wheat
products whatever, except a very
small amount for cooking purposes
and are doing so in perfect, health and
satisfaction. There is no reason "%rhy

It is important that these Irish potatoes
be used so that they will not overlap

they are the h^st available substitute
for wheat.
Potatoes are universally liked. The
food administration has been assured
that Irish potatoes can be bought, at
very reasonable prices from all local
markets, and if th*\v cannot be had the
food administrator at Columbia would
be please dto be advised so that any
deficient market can be supplied.
Potatoes are an acceptable ^ubsti.
tnte for bread. A pound of baked
potatoes i3 equal in nutritive value to
seven ounces of bread. Use the per
