Pope Benedict is said to hare signified
hie intuition of.jfeuiag a reply after
receiving the responses of all the .belligerents
to his peace proposals, pointing
oat questions in regard to wfcicfc
all nations at war may ge in agreemeat
and the others concerning
which it will be aecessary to hold discussions.
In this way it is hoped gradually
to make peace a matter of practical
politics.
It is stated at the YaUoaa that Pop*
Benedict on receiving President Wil
son's reply to his peace -proposals did
not attempt to conceal his bitter disappointment
and that he regards the
President's answer as leaving little
room for further peace efforts at present.
It has "been no secret here that
the Pope hoped for a more favorable
response from the United States than
| from anywhere else.
Before President Wilson's repTy was
read it was said at the Vatican that
i the responses from thse various govI
iMTimonta u'pr^ to be more
favorable than the tone of press comment.
At the same time the Pope was
reported to have signified his intention
of issuing a reply after receiving
anc-ororo nf all the belligerents,
pointing out questions in regard to
which all the nations might he in
agreement and others concerning
which it would be necessary to hold
discussion*.

fore the pope will again frame a message.
President Wilson's anxiety to gei
his ne.ply to the Germa* people in ungarbled
form was interpreted tod-ai
as a desire to help the pope. The in
fluence of the 'pope through tiie Cen
trist party in the npiefcsta.g is already
seen here in some quarters. "Were thf
demands of the Centrists for geuim
reforms once fairly on a way to ful
fillment the whole situation both af
regards Washington and the vatlcar
would be vastly simplified.
News that the British monitors
adapted to work in the shallow water*
of the Belgian coast, are now at hanc
and the opinion hints of a cominj
drive in Flanders, mean that things
are shaping up for the capture of thf
{ German submarine bases on th(
North sea. The taking or in-ese no:
only would restrict the wlioie under
sea campaign, but seriously impaii
the German army in Belgium and
northern France. SucTi a b'low, together
with the Italian offensive
againts Triest would, it is believec
here, give tremendous impetus to German
internal reforms. It is beJWev.
j that the president's note, if received
[ in Germany, will prepare the ground
j lor just such a crop of democratic un.
jest, which, upon news of an import;
ant military defeat, will bring about
! the conditions upon which the allies
! and President Wilson will be willing
