4 PER CENT INTEREST
ON NEW PONDS
Washington, Aug. 15?In order to
hasten the sale of the bonds it has
been practically divided to make tfcp
interest on the proposd four billion
dollar allied loan bond 4 per cent. Th?
; firat loan of three billion was at 3 1-2
per cent.
~'"""?""""" Confer
Preliminary propositions for the iA
I aii#? whif^ if. was ajinounr^d v<??ter
day would be needed, were begun today.
J. Hampton Moore, of Pennsylvania,
Republican member of the
ways and means com *.ittee, had a conference
with Secretary MoAdoo. All
the first negotiations with the secretary
are being conducted by members
of the lower house. Senator Simmons,
chairman of the senate finance com
mittee, said today that he would regard
faithfully the right of tlie house
to originate revenue.
Claude Kitchen, chairman of thd
ways and means committee, has called
a meeting of his body for August 25,
to act on the proposed loan. At the
same time., the five -billion -dollar bond
issue for .extra army and a&vy pur'

Tfli Iteee*ber
It is 8tiU probable, however, that
neither of these later addftfong wil?
be put through until the December
; session. The bond is?ue may be
made taxable and in this way more
revenue will be derived for the conI
duet of the war.
Estimates todav were that the threa
billion already loaned abroad wouM
finance the allies until December, and
the contemplated five billion would be
sufficient until next July. Congress
seems to feel that the cost of the war
I will exceed expectations, and na
members are preparing themselves to
furnish all the money that will ?^e
needed.
