American under date of July 19 from
Berufort says: "S. M. Duncan, former
chief of the State constabulary in
Charleston, arrived here today. It is
! reported that Beav.fort will be his
| headquarters. It is thought that
! Governor Manning sent him to en
force the prohibition laws here and at
' Port Royal, where United States marines
are stationed. Chief Duncan's
territory, it was learned, is composed
of Beaufort, Jasper and Hampton
