ABOUT FREE TUITION.
The Spartanburg Journal, the
Greenwood Journal, Dr. L>ouglas oi j
Clinton and some others are against j
the free tuition proposition in tin? j
* State colleges, and as one reason j
claim that k will injure the denomin- j
ational schools.
Wonder if they have ever stopped j
to consider and find out just ivhat!
proportion of the students in the State j
colleges are now paying tuition. If!
tuition charges as now operated is
not injuring the denominational col
leges we would like to know how ii
is goine: to injure them if it is made
free by law.
Dr. Douglas says better give the
money to the free schools. That has
always been cur position. In fact,
our position is that it is no part o!
the duty of the State to furnish high
er education at all, but the policy of
South Carolina is against the idea
and has been for a period almost
co-extent with its existence as
a State, and there is no sense In
arguing that point. The attempt to
charge tuition is so - farcical t^at
came to the conclusion Jhat the bouer j
policy for the good of the State oulci;
be to have free tuition. Either that \
or have no exception to the rule, but!
we are inclined to the position of free J
tuition, and no. scholarships of any j
character. Say to the boys and girls j
of South Carolina, "Here's the col
lege, boys and girls, come along and j
get the tuition it offers, but pay your i
Own PYTiPTlRAS "
iWe do not believe that such a pol- j
/ icy will injure in the least any of I
the denominational colleges, and that j
fthey will go* on doing their work!
just as they have done. They are th? '
institutions that are to save the citi- i
zenship of the State. And they will j
' be supported and they will live. We ! '
do not believe in the State having i,
anything to do with them. We think j -
it would be a bad day for their use- 11
fulness in the carrying out the m!-~-! 1
sion which is theirs, if they shoui I: ,
also become /wards of the State by; J
having the State endow scholarships J
in them. 4n fact we do not like that! ^
idea anyway. * j 1

We are -printing today two esti?|t

port of the State tax commission, and' r
the other is the estimates of the com- j \

and the estimates are made by the
beads of the different departments of
the government. It shows that it will !
take a ten mills levy for the year.!
The levy is now 7 mills. The govern- j
ment is behind. The tax commission '
says it will be necessary to borrow ;
one and a half million dollars this'
year if the appropriations remain the i
t
The comptroller general shows what I
the money is wanted for and if the :
people want all these things they J
should be willing to pay for them.;
The only way to raise the money is !
by a tax on the property of the State. |
It is bad judgment to make the levy |
less than an amount to meet the ap-j
propriations. There is no good sense
in appropriating more money than you |
provide to raise. That is the policy j
that has been pursued in the county I
for the past several years, and the
result in that the county is getting
in debt every year.
The unsettled policy of the State i
in regard to the asylum is costing j
the State a good big sum of money.

THE GOVERNOR'S MESSAGE.
The H- raid and Xews is a day late
in order to give its readers the full
t'-x- of Gov. Manning's message to i
:'_c legislature the day it is delivered.!
R ad it for yourself. We have noj
space in this issue to make any com
ments. We may do so later.
SHERIFF (ASHLEY'S STATEMENT

ing to print the statement of Sher- i
iff Ashley, to cut it out. ^That the;
question was now a dead issue and j
that it would do us no good to print i
it and ,might and would do harm.
Well, the article was in type when wp
received the card. But we wouldlTSve
printed the statement any way. We
have very great regard for the opin
ion of this friend, because we know
he means well and would only say i
what he thought was for our good.!
Wb think Mr. Ashley is entitled to1
have his statement printed, and for
that reason we are printing it. From 1
the message of Gov. Manning it would
*epm that it is still a very live qu^s-!

MOKJ-; SHOP TALK. I
We dislike to talk so much shop )
in the paper, but it is impossible for 1
us to write all tne subscribers a per- ;

ters that we desire they shall all ua- j

long and late and early to get oar1
mailing list corrected and to avoid
errors*. We do not des-ire to take off
any name where the subscriber has .
paid in advance, and for that reason j
we want again to say that if the crea- i
it is not correct please notify us and
we will send the paper on pending
investigation. We would rather give
the subscriber a year than to take (
from him even a month. We always
have made it a rule to give the su*>- ;
scriber the benefit of the doubt, and;
to take his word in regard to the;
credit he should have, if there is any j
question.
It so happens that some have paid
the young ladies in the contest for
- ..? - ' ?-> a ?-Viq i t v>qo h<iAn jri V

en, but that does not bring them up ;
in advance, and, therefore, we cfffi11
not send the paper >on under thobe j
conditions. And then we may have J
the name on the wrong route or post
office.
All credits have deen ma-ae up to
date, and those who have called our
attention to what they claim are er
rors will be investigated and the
paper'continued until the matter is;
adjusted. Those who do not get the
paper'will know the reason is, that
according to our list, the time has
expired. we wouici De pieasea to i
have all of -you remain with us but I
unless you pay ve cannot keep you
on our list. That is all there Is to
it, and it is said and done in tne very
kindliest of spirit .and feeling. Wcj
have lost just as much as we can af-!
ford and more on those who have not I
paid for the paper, and never again '
will it be sent on credit.
And wo want advertisers to hear
in mind also that the price of display
advertising has been increased twen- j
ty-five per cent. We would like to'
have a continuance of your business, (
but w<* find that the merchant has in
creased his price so as to give him ft
profit, and we are sure he is rot going
to object when we do the same thing.
If he does it is up to him not to pur
chase.
Then another thing, we may occa
sionally print a four page paper, but
as a rule it will be eight pages. 'We
are not going to enlarge the paper
simply for the purpose of having the ;
pages. If we have the business from [
the adverti-ser and the news to print i
we are going to print the pages nee- j
essar'y to handle it. If not we will j
print a smaller number of pages. We,
try to deal honestly and fairly and i
to do the best we can under the cir- j
;umstances, and if that does not ple2se
eve cannot help it, an<f shall not wor-,
*y ahout it. That is our creed.. We
shall be glad if it pleases, if it doesn't
vhythat is all there is to it. We do
lot worry. j
