The Spartanburg Journal, the Greenwood Journal, Dr. L>ouglas oi j Clinton and some others are against j the free tuition proposition in tin? j * State colleges, and as one reason j claim that k will injure the denomin- j ational schools. Wonder if they have ever stopped j to consider and find out just ivhat! proportion of the students in the State j colleges are now paying tuition. If! tuition charges as now operated is not injuring the denominational col leges we would like to know how ii is goine: to injure them if it is made free by law. Dr. Douglas says better give the money to the free schools. That has always been cur position. In fact, our position is that it is no part o! the duty of the State to furnish high er education at all, but the policy of South Carolina is against the idea and has been for a period almost co-extent with its existence as a State, and there is no sense In arguing that point. The attempt to charge tuition is so - farcical t^at came to the conclusion Jhat the bouer j policy for the good of the State oulci; be to have free tuition. Either that \ or have no exception to the rule, but! we are inclined to the position of free J tuition, and no. scholarships of any j character. Say to the boys and girls j of South Carolina, "Here's the col lege, boys and girls, come along and j get the tuition it offers, but pay your i Own PYTiPTlRAS " iWe do not believe that such a pol- j / icy will injure in the least any of I the denominational colleges, and that j fthey will go* on doing their work! just as they have done. They are th? ' institutions that are to save the citi- i zenship of the State. And they will j ' be supported and they will live. We ! ' do not believe in the State having i, anything to do with them. The levy is now 7 mills. The govern- j ment is behind. The tax commission ' says it will be necessary to borrow ; one and a half million dollars this' year if the appropriations remain the i t The comptroller general shows what I the money is wanted for and if the : people want all these things they J should be willing to pay for them.; The only way to raise the money is ! by a tax on the property of the State. | It is bad judgment to make the levy | less than an amount to meet the ap-j propriations. There is no good sense in appropriating more money than you | provide to raise. That is the policy j that has been pursued in the county I for the past several years, and the result in that the county is getting in debt every year. We would like to' have a continuance of your business, ( but w<* find that the merchant has in creased his price so as to give him ft profit, and we are sure he is rot going to object when we do the same thing. If he does it is up to him not to pur chase. Then another thing, we may occa sionally print a four page paper, but as a rule it will be eight pages. 'We are not going to enlarge the paper simply for the purpose of having the ; pages.
