Mk Seraii aaD wr w filtered at the Poatoffioc at New- ] a S. C. as 2nd class matter. K. H. AULL, EDITOR, Friday, December 22, 1916. We wish all our readers a happy [J ^bristmas and a prosperous new year ^ **4 all the years to come. i g] There will be no issue of The Her- j b< ?L4 and News next Tuesday. v\ e nave ; ai&de it a rule to take off one issue j X?r Christmas. We will come again j with the issue of Friday. i ^ !e We understand that there is one ( public school in this county with a j teacher duly elected by a majority of j the trustees but with no children. The 1 ? first month of the session there was one child but the second and subse quent months there were none. The teacher was paid $50.00 the month and the district has plenty of money to run the school for full eight months, or did have a few years ago. The Columbia Record has an edi torial in a recent issue about the -school being the' community centre,, and refers to an article or circular f issued by the head of the federal de partment of education suggesting the idea. It talks as if the idea was a new one. if Miss Lizzie Hawkins and Miss Anna Dickert will pardon the use of their names we are sure they will testify that they heard that song iWUUl ivur Ui U ? w )Cais asu uuu: they almost got sick hearing it. iW'e talked it to every school that we visit ed eome four years ago and these young ladies were assisting us in the office about that time and were visit ing schools with us. We are glad that ifcese other distinguished educators have waked up to the importance and value in the educational development of the country to moking the school j th ommunity centre. It is gratifying j to us and an endorsement of our po- j sJtion then. I They are now planning a new capi- j tal building or buildings so as to en-: large the office room for# the new de-1 partments of the government that i have been established in the last few j years. The plans suggested are in all: practical purposes the same as the plans made by Mr. A. S. Todd, except; that he' joined the additions to the buildings right up against and as a . part of the present capital building, while .the: plans now proposed add two buiidfngs on either side of the present building, but separate anil apart from the present building. merfc is no doubt in our mind that it -annuld ? he eoonomv for the State I to provide quarters for its officers rather- than rent apartments in th<; different office buildings about the capital, and., then in addition to that it would be so much more convenient for the people who wanted to see the officials to be able to find them around the same place, instead or having to go to the Querent sky scrapers about the city of Columbia and take elevators to find the offices. And as a matter of act the interest on the investment would not be as mucn as the rent that is now being paid, and the State already owns the land. We have always contended that it would be good business judgment to )wn the buildings necessary for the .homes of the professors at the Uni versity instead of paying rent, and the same is true as to offices for the new departments that are being es- j :ablished from year to year. Yes, put up the buildings necessary and levy a tax to pay for them. We published in the last issue the I names of the committee appointed to confer with the legislative delega tion in regard to making the old court j house building a community building ; for the county. It is a good propo- j sition as The Herald and News has j held from the time it urged the peo- j pie to vote against the proposition to i remove the old building from the pub lic square. Something like that should be done. It is too good a build ing to tear down and should be used for a library for the county and for a rest room for the ladies and man on/i tVin nnctflira frvr fiTl 1 ivi iuwi auditorium. That is the right thing j to do, and we are so glad that even at | this late date those who some years ago could not see it that way are now in favor of it, and maybe by their good offices the legislative delegation will grant their request and pass some sort of legislation which will realize tie dream of The Herald and News 1 of years ago. It .would be a little 1 icteresting to us to know just how; many of the committee appointed to : memorialize the delegation to do this thing were oposed to tearing down the building when it was referrptf to nonnla in fhp nrimarv TVm't for. r- ? j get though that The Herald and News J is with you and will do all we can J to heln you hrinr? about what we reamed and urged years ago. The ph*?*rrr>9n of the committee in j fr^ndin * fho rpnr?rt of tho -mooting to the reporter of The Herald and News i said he would give it to us if we j would oririt it. Of course we would , cr^ofi +o print j?nvthin<* that, will ! belp on the good cause. We sincerely trust that the legisla te will do something to make this uilding a real community building. s we have said many times before, lere are very few counties so for mately situated as Newberry in tie iving of sMch a good building ?o litable for such a purpose. The Abbeville Press and Banner says that it is waking up things around Abbeville. 'And we believe that it is. We are glad to see that he has arranged for a community Christmas service on the public square on Sunday afternoon. The entire pcpulace should turn out with the children and enjoy this occasion.
