ZEPPELIN EXPLODES.
Twenty-eight Germans Killed ^\lien
Airship is Destroyed by Gas.
Berlin, Ociober IT.?Twenty-eight
persons were killed today near Johanliisthal
in the explosion and fall of j

admiralty board which was to con- j
dticr the final trial of the dirigible,'
' looking to its acceptance by the government
as a new unit of the German
atrial navy, the pilot and crew and
invited guests. Every person that'
went aloft in the big airship is dead, j
Twenty-seven of them were killed j
almost instantly by the explosion of j
gas in the balloon or burned to death 1

ground from a height of 900 feet and |
enveloped them. One man, Lieut, j
Baron von Bleut of the Queen Augusta
Grenadier guards, a guest of the
admiralty board, was extricated alivefrom
the mass of twisted wreckage.
His eyes were burned out and he suffered
other terrible hurts. Beginning
his rescues to kill him and end his
sufferings he was taken to a hospital
where he died tonight.
The "L-II had it proved successful,
would have been attached to the
serial corps of the navy, which after
today's fatalities now has only two
men trained to command airships.
^ The official report ot the accident
eays the explosion was due to the ignition
of gas in or ahove the forward
gondola, but not wHhin the body of
the airship.
The navy was not the only sufferer
today through aviation accidents, for
throe army officers were killed in
aeroplane flights?Ciapt. Haeseles,

>0 NEW DISTRICT.
Project for South Carolina Slipping.?
Enough Business.
Washington, Occ. 16.?The State's
correspondent had information today
frnm a sonrfP whir.h is helieved to I
be entirely reliable and trustworthy
that there will be lio new western
district of South Carolina, as contemplated
in bills recently offered by
Senator Tillman and Representative
Aiken, and that in a^l probability the
last has been heard of this new dis- j
trict matter for a long time to come.j
The reasons which are believed to '
have brought about the present sit- }
uanon arose irom me xaci tuai uze j
department of justice is said :o have
made careful and painstaking inquiry
from high sources as to the feasi-!
bility of authorizng this new western
district and that the information
given by those to whom appeal was i
made was to the effect that there was i
not business enough in the proposed 1
western district to justify its crea-!
tion at the !hands of congress. Most j
jof the federal business in South Carolina,
it is said, arises in what would 1
be the eastern district; there are no j
admirality cases in what would be the !
western district, and the latter would
be left to try almost altogether violations
of the internal revenue laws, t
This is said to have been one of the'
reason's which the department of |
justice found to militate against the
plan of creating an eastern district.
It will readily be seen that with
all of the most important business
of the federal courts to be handled ?n
the eastern district, there wotald be
little left for the western district to
do, except, as stated, to give attention
of internal revenue cases. Another
reason assigned is that should
the new district be authorized, to
would result in the salaries of the
district attorneys nor the marshals \
being materially reduced.
While the salaries of i:hese officials I
are fixed in the ne^* bills now pending
at $4,500 a year each, it is said
that should the bills pass it would
result in a cut and that neither *.he
district atorneys nor the marshals
i
would receive the amounts mentioned.
In other words, two district attorneys
would not receive $9,000 a
year, and two marshals would not receive
a similar amount. This is one
of the reasons said to have been given
:o Attorney? General McReynolds
why the State should remain as it is
now, with but one district.
This information will doubtless be
received by many persons in South
Carolina with a considerable degree

he legal fraternity who have watch-!
ed the matter closely it will doubtless
not be acceptable news to learn that,
unless present plans are changed,
South Carolina will continue with but
;ne district, as now constituted.
these two reasons are said to have
')een satisfactory to the department
of justice, and The State's informant
was of the opinion that in all probability,
as stated, there would be no i
of lo5ct of thic 'HrriP I
