TILLMAN INTROMTES BILL FOR !
THEIK APPOINTMENT.
Measures Introduced in Senate by
Senior Senator, and in House hy
Representative Aiken.
Washington, October 3.?Senator
Tillman late yesterday introduced in
the senate a bill to provide for the j
appointment of a district judge, a district
attorney and a marshal for the i
Western Judicial district of South Car- '
olina. Today Congressman Aiken in- |
troduced the same bill in the house, I
where it will be substituted for Mr. ;
Aiken's former bill introduced last
week. T'he first Aiken bill specified
the cities at which the proposed Western
district court should be held.

at which the Western court shall be
held. This is done with the deliberate
intention of avoiding the trouble which
has hitherto arisen whenever such
legislation has been attempted on account
of contention among the various
cities of the western district for the
honor of having the court.
City to be >*amed Later.
Senator Tillman says that there is
no use writing him letters or sending
delegations to see 'him in favor of this
or that town, because the place of
holding the court will not be designated
until after-the bill creating the
new district machinery passes. If the
present bill should become a law the
places for holding the court in the
western district would be ixed in later
under separate legislatior.
The Tillman bill provides that the
present district judge and marshal of
South Carolina shall be assigned to the

attorney to the western district,
and that there shall be a district attorney
appointed for the eastern district.
The measure then proceeds as
follows:
"There shall be a district attorney
ana a marshal in said western district
to be appointed as marshal and
district attorneys are appointed iri the
other judical districts of the United
States.
Salaries >'amed.
"That the district attorney for the
eastern district of South Carolina and
the district attorney for the western

receive an annual salary of $4,500 and ,
the marshal of the eastern district of i
South Carolina and the marshal of the
western district of South Carolina
shall each rceive an annual salary of
$4,500.
"All causes and proceedings of a
civil nature new pending in the courts
of the western district of South Carolina
shall be proceeded with in the
said western district; provided, that
all causes and proceedings of a civil
nature, including proceedings in bankruptcy
now pending in the said district
in which the evidence has been taken,
in whole or in part, before the district
judge of the eastern and western districts
of South Carolina, or taken, in
whnlp or in nart. and submitted to and
passed upon by the said district judge,
shall be retained by the said judge and
proceeded with and disposed of by the
said judge who may for that purpose
continue to exercise jurisdiction in the
said western district, provided further,
that in all proceedings for criminal offences
heretofore committed, if the
said criminal offence was committed in
the eastern district, the said criminal i
offence shall be prosecuted in said :
eastern district, and if said criminal !
offence was committed in the western ;
district, the said criminal offence shall j
be prosecuted in said western dis-1
trict:'
The bill was referred to the committee
on the judiciary in each chamber.
It will hardly be reported out before
the regular session.

Wearn in a hospital at Columbia.
Miss Wearn was about 55 years of
age, and was born in Columbia. She 1
was a daughter of ihe late Richard !
Wearn of that city. A number of years j
ago she came to Greenville to make
her home. She was a sister-in-law of;
the late General J. C. Boyd, with J
whose family she spent most of her I
time. She was also a sister-in-law of

Miss Wearn is survived by two
brothers, G. F. Wearn, of Xewherry:
