BLEASE 1Y0VT STAND FOR IT. Governor Blease Commands Seizure of liquors Sold at Auction by federal Officers. Columbia, May 4.?Governor Blease, In a letter addressed to every sheriff In South Caroina, calls on them to eeize all contraband liquor which is sold by United States officers, as contraband, as soon as it is in the hands of the purchaser. This action of the governor is taken following the decision of Federal Judge Smith that United States revenue officers have a right to sell liquor seized by them in this State at public auction, as was done by Deputy Scruggs at Walhalla receut- j ly. The letter of the governor follows : lteasons for Position. It may be lawful for an officer of tli? United States government to cell whiskey within the State of South Carolina otherwise than is provided by our State laws (but I for one do j not believe it;) however, we wilJ bow to the decision of the court until reversed, but when the United States government sells this whiskey, etc., he who purchases it, becomes the owner of and in possession of contraband liquors, which is prohibited by our sta tute laws, because if it were not contraband the United States government would not be selling it; for, they seize it as such. Therefore, under the law of our State, when the whiskey, or other intoxicating liquors is delivered ; to the purchaser he then becomes the owner and is in possession of the contraband, in direct violation of our statute laws. Therefore, when the United States government officers make 1 their sale, as soon as the stuff is put into the hands of th^ purchaser, >ou > are hereby directed and commanded to immediately seize it as contraband, 1 and if any action is brought against you, either civil or criminal, you will immediately communicate with this ; office and I will take proper steps to have your interests protected. i Won't Stand for It. : "Do not fail in this matter. The negro escaped and a large posse of men are seeking him and if he is captured, it is believed further trouble will result It is understood that the shooting was the result of a quarrel over a debt owed by the negro to Mr. All. Evans bore the reputation of a quarrelsome negro, especially when drinking, and he was drinking tonight. He passed Mr. All's store and Mr. All asked him ** ? It was brought here on a special train from Rhinecliff-on-the-Hudson, where funeral services took place at noon in the little Episcopal church of the Messiah, of which Col. No other senator or congressman ever attempted and we do not believe could have handled these colossal questions as successfully, and Whereas, Senator Tillman's fight on the vital legislation for the South, namely: 1. Interstate commerce, holding that any State has a right to bar transportation of any objectionable cornmoiity from its borders. | 2. The illegal option operations in cotton and grain. 3. The issuance of liquor license in prohibition States and many other rital questions that concern his own j a.nd other people of the South. [ In 1868, so soon alter tne war, me i negroes of course, could not read, j therefore the election ticket?that is 1 the Republican ticket had to have some kind of an emblem on it, so that : the negroes could distinguish between ; tie Republican and the Democratic ticket. As a further precaution, the * Republican ticket was also printed with red ink. At this time Col. T. B. Crews was running a hack line be- tween Laurens and Newberry, and the driver was a negro, man named Bunch G-arlington. On Saturday night before c the election, Bunch had brought up! ^ with him the election tickets for the I? negroes, and somehow or other a few j t of the tickets had slipped out of the j 3 package and dropped on the floor of j the hack, where, on Sunday morning! Col. .Crews found them. He immediately sent for all the "printer boys," j and after a conference with some of j our leading men of the day, it was de- ( cided to counterfeit the Republican j - ticket if possible. But -where "were they to get a picture of the eagle? It was easy enough to print the ticket with red ink, but how and "where they 1 would get an eagle was the question, Finally, the difficulty was solved by "one of the boys" mentioning the fact that there was an old Dowie & Moise druggist cut in the office with an eagle ! on it, and possibly they might saw the i eagle off and get a cut that way. This plan was adopted and the eagle secured!! and put at the head of the Democratic!: ticket which was printed with red ink, 1 and the next difficulty now was how i would they get the tickets in the hands of the negroes. It took a long time to print the tickets, as only one form could be printed at a time, since they only had one eagle cut, and to get all the tickets printed in time it was necessary to work all day Sunday and Sunday night. As I said before, elections in those days lasted two days ?Monday and Tuesday?and the tick ets had to be ready by Monday morning. Col. Crews, "bought up" old Bunch and got him to take the tickets to Tumbling Shoals and give them out after first destroying the big batch of Republican tickets he carried from Laurens court house, as a blind.
