HOLD GOOD ROADS MEETING. 1 Members of State Association to' Gather in Columbia. The South Carolina Good Roads Association will meet in Columbia on January 18. A letter has been addressed by F. H. Hyatt, prresi dent of the Association, to the coun ty supervisors of the State, urging their attendanee, also, the appoint ment of a number of delegites from each county. A most successful meeting is expected. Within the past year, and since the last meeting of the Associatin, there has been more- good roads talk i .1ma the State than i sany previoas pe-, riod. A number of good roads meet ings have been held and there seems i to be spirit in all sections of the.iI State in favor of better highways. A great deal of publicity hes been given to the good roads mo-ement in t this State. There has beeni, much -wrkten and said, yet nothing of a < materiall nature has been .aeomplish- 1 ed on a big scale,-* although reports i from the various connies show that a the roads have been, improved to t some extent. There have been no ' stmh4 of Toad/ constracted i or bond issues, every aoity ,turning . the Propositim -down when present- g ed. -A highway engineer will be recom- 1 mended by Commssioner Watson in < -his annual report to the Legislature. this engineer would ,be it the dis posal of all the counties. He wouad maQk all plans, surveys and specifi- 5 ca;tions and plase the smpervisor in ? jposition to go ahead' with. the s -work of construction." At the pres- t en time, when an engineer is eeded t for good roads work, some time has t to.be spent in taking up the iiatter s with the Federal .Goveranent and l then it is several nionths before-a t man is available. To prepare the way and to insure very applicant being given, a fair hance, the supervisors will send in id%ance to each and every candidate L set of printed instructions for fill ng in, these sample sehedules. ";We consider that a very import Lnt point," said Acting Census Di .ector Willoughby to-day, "not only n treating these candidates fairly Lnd givir them a chance to answer he questions properly, but also as a eans of education of the candidates kho are afterwards to ,be appointed. ''They will study more thoroughly he instruqtions for filling in these chedules if they realize their hances of appointment depead upon hat study than if they were ap ointed first and had to do the tudying afterwards. You will see, herefore, that this test is not an ppalling thing. It is not for the uLrpose of keeping people out of the lvees. .It is applied simply to en ble the director to eliminate those ho are plaid.y incompetent. Any erson of good.judgment and ordinary ommon school edaeation-for the rork requires some little thinking ower-can easily pass the test." .Between February 5 and Februry 2 the supervisors will go thi-ugh he ''test'' papers, satisfy them elves as to the qualifications of bose who have passed, and make heir idiesignationsorrecommendations o the census director. The next tep will be the director's approval, :nd then the :sipervisors wilI issue he eommissions to the enumerabors.
