Hemphill, Tormer Congress to be District of 0olumbia Commissioner. ington, December. 18.-It is eed here today that President as practically settled upon Hemphill, former Congress rom South Carolina, and a can for the United States Senate years ago, for commissioner of trict of Columbia to succeed L. West, who resigned the itim in November. Mr. Hemphill is regarded by the president as especially well fitted for eammissionership. He served ething like eight or ten years in he lower house of congress, since ieh time l?e has enjoyed a good aw practice in Washington. He is Democrat of a pronounced type, it is said that, he fully measures to the requiremtnts set by the asi(ent. Ihe posi-tion pays $5,000 a year, NA in some respects is unique. Three __nj'sioners govern .the District of umbia, and as they are appoint by and responsible only to the ident, the appointments have eagerly sought. When asked for a statement of the Atter today, Mr. Hemphill said: "I am not a candidate for the com onership, and so far as I know, i one has approached the president the subject for me. He has been represented as a man of broad legal knowledge and fine execntive ability. The president has been informed, too,, hat Mr. Hemphill's residence in the District for many years and his ekairmanship of the District of Co lambia committee back in the eight ites have given him a minute know ledge of District affairs that is pos sesse~d by few other men in the city. *The only question appears to be whe;her Mr. Hemphill, whose law practice is lucrative, could be. induze ed to accept the position of commis sioner,,-paying only $5,000 a year. Iis generally believed that he would not do so unless he received as suiranees from the president and leaders of the senate and house that the salary would be raised to at least $7,500 a year, putting it on a foot iag twith a representative.. ~Regarding the possible objection to Mr. Eemphill as a citizen of Southi Carolina it uis stated by his friends to'day that he has not voted in thart -State since 1902, seven. years a- o, ad hat his interests are centred in Washington. It is nQt at this time known wheth er Mr. Hemphill has or has not with in the last thre:e years claimed al gal technical residence in the State ,which would rena r him under the law ineligible..
