Do not wait to the end of the month. CAN THE ELECTION BE HELD? Ci-Ty council has ordered an elee t,in on the sewerage bonds. We should be careful to be right. The Constitution of the State proVides, Artice 2. section II: "The registra tion books shall close at least thirty days before an election during which time transfers and registration saam not. be legal." Section 12. same article, provides municipal electors shall have the same qualifications as County and State. The books were open Monday. e than 30 dayvs prior to zhe election as ordered. The Herald and News prints in this issue an article written by Mr. Jos. L. Bowles. Jr., on the Devellopme-nt of the Plow. It is a very ineresting article and we are sure will be read 1by our farmers and, in fact, by all those who are interested in agrienl tural matters. Mr. Bowles is a native of Augusta, and is now twenty-eight years 01(d. H-e is the oldest son of Mr. and Mrs. J. L. Bowles, of Newberry. H-e was educated in Richmond Academy, Au gusta, and went from there, as pri vate secre:ary, to the general super intendent of the Soutihewn Railway in Washington, where he remained for about seven years. For the past three years he has been connected with the William J. Oliver Manufacturing Company, Knoxville, Tenn. He be gan work with this company as chief clerk to Mr. Oliver and is at present sales manager of the company. -He made up the estimate for the Bid winich was submitted by Mr. Oli ver for digging the Panama Canal.
