Columbia State. -Charleston, Aug. 8.-In a sermon tonight at united service: of the Methodist churches- of Charleston, Presiding Elder Walter I Herbert preached a special sermon, answer ing the recent uiscourse of Rev. Dr. Howard L. Jones, who declared that prohibition would be a farce in this ctv. Dr. Herbert took as his subject, "Prohbition-a Force and not a Farce." In the course of his reply to the pastor of the Citadal Square Baptist church, the presiding elder declared that the so-called "seream ing farce" is to be found not in the probable non-enforcement of a pro hibition law, but the recent non-en forcement of the dispensary act. He said that Chief of Police Boyle had told him on two occasions, and he had also 'heard from other sources, that th hands of the police depart ment : e led by the city government in tho enforcement of the dispensary law. He went further and.said that Sif anything further were needed to show the 'fare"' it is in the neglect of city council to see t4iat the law is enforced. The conditions wieh have existed in the enforcement of the dispensary law in Qharleston have -been such as to bring about a com munity of law-breakers and the set ting of ruinous example to the mor als of the rising generation of young men. In reaching this point of his dis conrne Dr. Herbert said t'hat he and Dr. Jones were friends. He had cor responded with him and knew the vie~ws of Dr. Jones, who is a pr(ohibi tionist at heart. He said this was not a case of playing for positionl in poli tics or seeking the political prefer ment of any man or .set of men, but purely and simply a question involv ing the weal or woe of the communi tv. He and Dr. Jones are together, Dr. erbert said, on point of being op .posed to whiskey, but, he declared, the Baptist minister sha:d shown him self ineonsistent in preferring the 'otinued operationl of the dispensary; and -he cited passages from Scripture in support of his position. Dr. HIerbert declared that Dr. Jones was again wrong in his position that prohibition can not be enforced im Charleston when it had not been giv en a trial. Dr. Jones had refused to stand with the pro&aibitionist and to do his best towards securing an en forcement of the law, preferring to line up with the dispensary forces who have been shown their ineapaci tv and unwillingness to make the sys t'em wvhich they stood for of practi a: foree and effect. C., Aug. 9.-Another chapter of the South Carolina dispen sary case developed to-day when the dispensary commission of that State appeared before Judge Pritehard and 'asked t:hat a special master be ap pointed to assess damages against the State, on the ground that Judge Prithard had no jurisidetion. The commissioners claim that' tih.e injunction being vacated they are en *titled to damages on the bonds given hy the petitioners when the injune ton was granted by Judge Pritchard. The original case was to restrain the dispensary commission from disposing of the funds in its p)ossession. The hearing was. continued until to morrow afternoon. Hollemann em bezzlement, and that Hollemann 's whereabouts are known. President B. IF. Mauldin of the bank said this af ternoon that the bank has accepted no settlement in the case, but de clined to say whether or not an offer Ihad been made for settlement. Mr. IMauldin said further that Holle mann's friends are trying as ;h.ard as the bank is to locate the former cash ier. and that Hollemann 's friends have assured him that they are ab solutely in the dark as to his where abouts. Under the provisions of an act of the General Assembly approved Feb ruary 23, 1909, an election will be held in this county on August 31, 1909, on the question of issuing bonds fr permanent road improvement.
