Whereas a petition has been pre sented to the Mayor and Aldermen of the Town of Newberry, S. C., in the words following, to'wit: " The nndersignedl freeholders of the Town of Newberry respectfully petition your honorable body to order an election on the question of issuing coupon bonds to the amount of Forty Thousand Dollars, payable forty years after date, and bearing interest at a rate not exceeding five per cent per an.num, payable annually, or semi annually, for the purpose of improv ing and extending the sewerage and waterworks of the Town of Newber ry'''; and Whereas it appears by affidavit of~ Olin L.
