The Idler wants. The Idler does not
mean to pose as a reformer or any
thing, but an humble citizen, who has
been at all times interested in the
progress of tihis community. As a
rather close observer I am convinced
that my staement even as applied
.to this community is true. If you
wnt personal benefit from any pro

EXTENDING THE SEWERAGE
AND WATERWORKS OF THE
TOWN OF NEWBERRY.
Whereas a petition has been pre
sented to the Mayor and Aldermen of
the Town of Newberry, S. C., in the
words following, to'wit:
" The nndersignedl freeholders of
the Town of Newberry respectfully
petition your honorable body to order
an election on the question of issuing
coupon bonds to the amount of Forty
Thousand Dollars, payable forty
years after date, and bearing interest
at a rate not exceeding five per cent
per an.num, payable annually, or semi
annually, for the purpose of improv
ing and extending the sewerage and
waterworks of the Town of Newber
ry'''; and
Whereas it appears by affidavit of~

of -the said town, that said petition is
signed by a majority of the freehold
ers of the Town of Newber-v, S. C.,
as shown by its tax books; mai

1902, declares that it shall be the
duty of the municipal offieers of any
incorporated city or town of this
state, upon a petition of the majority
of the freeholders of said city or
town, as shown by the tax books, to
order a special election in any such

pose set forth in said petition:
Now, therefore, Be It Ordained by
the Mayor and Aldermen of the Town
of Newberry, in the State of South
Carolina, in council assembled, and
by authority of the same, that a spec
ial election be, and the same is here
by ordered, held at Council Chambers
in said town, the polls to be opened
at S o 'clock a. mn. and to be closed at
6 o'clock p.~mn.. on May 18. 1909. for
the pur'pose of submitting to the elee
