Conference of Doctors Will be Held
in Columbia During Fair Week
to Study New Disease.
Columbia. Oct. 20.-At the meet
irg of the State board of health held
in Columbia last week the members
considered the advisability of hold
ing a conference on pellagara during
fair week. The decision was left
with Dr. C. F. Williams, secretary.
Although the time is short. Dr.
Williams has decided to invite all
members of the medical profession,
as well as others who mav be inter
ested in what will hereafter be known
as the pellagra problem, to meet in
Columbia. Thursday. Oct. 29th.
The program will im-lmde a clinic
to be held at the State hospital for
the insane' at 2 p. m.. on that date.
Following this papers on pellagra
will be read and a genera. discussion
held. Physicia.ns in other States
have been especially invited. Among
these may be mentioned Surgeon C.
. Lavinder. of the U. S. Public
Health and Marine Hospital service:

In a recent pamphlet issued by the
United States Public HAalth and Ma
rine hospital service Surgeon C. H.
Lavinder says that within recent
years there has appeared in our
Southern States a disease. which he
thinks may be possibly true pellagra
and he further remarks that the.-? is
reason for believing that perhaps this
disease may be quite prevalent but.
unrecognized. "Since it is of a ser
ious nature." he a ads, "and epide
mic in charaeter, knowledge cncern
ing it is becoming of much i inport
anece to the American physician and
-more especially to the practitioner in
the Southern States.''
Casps have been reported from
Georgia, Alabama, Texas, South Car
olina and North Carolina. Examina
tion of .these report, says pDr. Lavin
der, seems to show deftinitely that
probably for several years past there
have appeared ein the South United
States sporadic casces of an uinrecog
nizable natu,re, resembling pellagra
and that within the clast year or two
the disease has increased rapidly in
the number of eases and in the extent
of territory involved, though in some
respect the disease seems to differ
from the pellagra of the old world, it
bears a close resemblance to it. The
ases are mostly acute 'and trhe mor
tality is high.
''If,'' says Dr. Lavinder, ''the
cause of pellagra is accepted as a
diet 'of spoiled maize, the American
maize cro'p must within recent years
have undergone a decided change in
some respect,'' for maize has always
been very extensively used as food
in the Southern United Startes and
pellagra has not appeared in' former
years.

doubt that such a staple article of
food as Tndi-an corn is in this counntry
must not be allowed even to a limited
extent to degenerate into a source of
'ous disease.

Notice is hereby given that the
General Election for Presidential and
Vice-Presidential Electors and Rep
res-ent,ative in Conzress will be held
at the voting precinets fixed by law
in the COUunty of Newberrv on Tues
6av. November 3. 190S. said day be

The qualifications for suffrage,
are as follows:
Residence in State for two years,
in the County one year, in the polling
precinet in which the elector offers
to vote, four months, and the pay
ment six months before any election
of any poll tax then due and payable.
Provided. That ministers in charge of
an orzanized church and teachers of
public schools shall be entitled to
vote qfter six months' residence in
the State, otherwise qualified.
Registration.-Payment of all tax
es. including poll tax, assessed and
eollectable during the previous year.
The production of a certificate or
the receipt of the officer authorized
to collect sneb taxes shall be conclu
sive proof of the payment thereof.
Before the hour fixed for opening
the polls Managers and Clerks must
take and subscribe to the Constitu
tional oath. The Chairman of the
Board of Managers can administer
the oath to the other Managers and
to the Clerk; a Notary Public must
administer the oath to Chairman.
The Managers elect their Chairman
and Clerk.
Polls at each voting place must
be opened at 7 o'clock a. m., and clos
ed at 4 o'clock p. m., except in the
City of Charleston, where they shall
be opened at 7 a. m., and slosed at
6 p. m.
