The Russian Foreign Minister Hurries
to London-Servants Demand
that King Peter Declare
War Against Austria
or Abdicate.
In spite of warnings to King Peter
from Great Britain and France that
the people of Servia be kept in cheek,
the populace of Belgrade held demon
strations yesterday and demanded the
resignation of the cabinet and also the
abdication of King Peter unless he
declared war against Austria-Hun
gary, which has refused to accept
Servia's protest against the annexa
tion of Bosnia and Herzegovina. Ten
thousand Austro-Hungarian troops
are garrisoned along the Drina River,
between Bosnia and Servia, ready for
eventualities, and it is said 150,000
men can be thrown into Servian terri
tory in twenty-four hours.
M. Iswolsky, the Russian minister
of foreign affairs. arrived in London
last night, and will have a confer
ence today with Sir Edward Grey,
British secretary of State for foreign
affairs, concerning the calling togeth
er of the Powers signatory to the trear
ty of Berlin in the endeavor to bring
about order in the Balkans.
Prince Ferdinand. the "Czar of
Bulgaria," entered Philippopolis
yesterday morning and received an
enthusiastic greeting at the hands of
the troops and the populace.
No confirmation has yet been re
ceived of the report that the Alban
ia.:s have declared their independence
of the Sultan of Turkey.
Yesterday at Candia. the largest
city in Crete, the militia followed the
example of their compatriots at
Canea, the capital of the island, and
took the oath of fidelity to Greece.
A Brittish fleet of two battle
ships, two cruisers and two torpedo
boat destroyers is today well on its
way from Lata to the Aegean Sea.
The forts on -the Bosphorus yesterday
fired blank shots across the bows of
a steamer flying the new Bulgarian
royal flag as it attempted to pass
them.
Fleet Sets Sail.
Valetta, Island of Malta, October
9.-The battle ship Prince of Wales,
flag ship of Prince Lou-is, of Batten
berg, the battle ship Glory the eruis
ers Diana and Suffolk, and the tor
pedo boat destroyers Andler and
Banshee sailed today for the Aegean
Sea.
The squadron will be followed later
by the battle ship Canopus and the
cruiser Minerva.
Gunboats Open Fire?
Vienna, October 9.-A telephone
message received here from Budapest
says .that Servians today killed three
Austrian gendarmes on the Bosnian
frontier, whereupon gunboats bom
barded the .Servians.
No confirmation of' the story has
been received here.
Manifesto of Nicholas.
Cettinje, Montenegro, October 9.
Prince Nicholas today issued the fol
.lowing manifesto:
''My heart weeps with the .earts
of all Servia at the fate of Bosnia
and Herzegovina. Still the black and
yellow Austrian flag will never be
strong enough to separaite the souls
of the Moitenegrins from their broth
ers in the annexed provinces. The
colors will not only prove a signal vis
ible from afar of the injustice com
mitted, but also spur to hatred until
ithe final victory of right and truth.
''As today the terms of the treaty
of Berlin are infringed on one side by
the annexation of Bosnia and Herze
govina obligation on our part to ob
resve Article 29 of this treaty fails.
The treaty being forced on us and our
maritime rights being cruelly limited.
Montenegro considers herself no lon
ger bound by these fetters.
''I am certain the great Powers
will approve this step by which we
free ourselves from these bonds.''
Demonstration at Belgrade.
Belgrade. Servia. October 9.-Thea
tre square today was the scene of re
newed demonstrations by the popu
lace. They were directed mainly
against the government, 'he demon
strators demanding the resignation of
the cabinet.

Party Must Have $100,000 More, Says
Bryan-Appeal to Loyal
Members.
Kansas City, Mo., Oct. 10.--Wil
liam J. Bryan in his address here to
day referred to the Democratic cam
paign fund. He said:
"Our platform declares in favor of
publicity as to -campaign contribu
tions and that publicity is to be be
fore the election. We made an ap
peal for popular subscriptions and as
a result we have collected something
over $160,000. In addition to this we
received about $40,000 from the Den
ver fund, that being the amount left
of the $100,000 given by the city of
Denver to defray the expenses of the
convention. That would make the
campaign fund today between $200,
000 and $220.000. This fund has
been collected largely in small
amounts. The people. each contribut
ing a little, have furnished the money
with which we are making this cam
paign. But we have three weeks yet
and during those three weeks "-a
shall need a considerable amount for
the legitimate purposes of the cam
paign. We need $100,000 more and it
ought to be easy to collect that sum
from the Democrats who endorse our
platform and who are interested in
Democratic success. A dollar apiece
could be given by most Democrats
without feeling the loss of it; $10
apiece could be given by many thou
sands, and we have many hundreds
who could give from $100 to $500. Mr
Mack, chairman of the national com
mittee, joins me in making this ap
peal to Democrats throughout the
country. Mail your check at once to
Herman Ridder, treasurer of the Na
tional committee, Hoffman House,
New York, or to Norman E. Mack,
chairman of the national committee,
Auditorium Annex, Chicago. If wet
can bring our policies to the attention
of the public and get our forces or
ganized we shall win a splendid vic
tory.'"
TO SURVEY TROLLEY ROUTE.
Charleston Firm Gets Contract From
Promoters of Augusta-Edgefield
Line.

Edgefield, October 9.-The incor
porators of the Augusta and Edge
field Electrlie Railway met here to
day and awarded the contract to sur
vey the line to Jones, Requarth &
Kelsey, of Charleston. The survey
will cover t-vo routes, one from Au
gusta to Newberry, via Edgefield and
Saluda; the other from Augusta to
this place and on to Greenwood. A
finance .committee was appointed to
collecet funds to defray the cost of the
survey. The mone:r is practically in
sight and no trouble will be exper
ienced in procuring it. Greenwood,
Newberry, Augusta and Salgda are
ready with their quota.
After the line is definitely located
and rights of way secured there are
those who are only .too ready to fin
ance the road. The authorities in
charge will push the ma,tter vigor
ously and when .the road is built,
which is little short of an assured
fact, it will open up one of the best
sections of the State.
GREENWOOD CONTRACT LET.
Abbeville Man's Bid to Erect Fed
eral Building Accepted.

Washington, D. C., October 9.-The
treasury department today aecented
the proposal of Fred Minshall, of Ab
beville, to construet the new Federal
building at Greenwood complete for
.$42,550. The contract provides for
the building to be ready and turned
over to The government by November
1, 1909. It will be necessary, there
fore. for work to commence at once.
Congress recently appropriated a
large sum of money for the erection
of buildings in different places, and
Representative Aiken, in whose dis
trict Greenwood is. took care of that
place. The new building will be a
valuable addition to the town.
