U)< snowed a decrease in enrolment |
mler 1 SiKS, ten years ago. The aver- j
ue atitondanee of white children this ,
ear, he said, was only 1 S(?.'t. It ought j
? be four times as great. Seventy- j
ve per cent of the children of New- j
erry county were not in the public
iiools. The amount paid the teachrs
was ..f'Jd.OOO and the school term
as seven months, the .average pay to
lin lte?aeheis being' a|bout' $-1-2 per '
loirtli. The cash balance on hand
i duue. 1!M>7. was .$10,000. The main 1
liing to which he wanted to direct
tlent ion was thai in Newberry couny
only one-fourth of the children of
ehool age were in the public schools,
'nless this thing was remedied out
ivili/ation would be defeated. Hi
lid not believe that, education was
'verything. lie would ralh\>r have
l true man and an honest man than
r educated man without those
lualities, but above all he would
ather have sterling manhood and
>ducation combined. When a people
became ignorant thev were un;\lb|e
to take care of themselves. Taxes
were levied and leachfrs paid and
the children ought to he in the
schools. Reports were merely perfunctory,
but he wanted the grand
jury to meditnitv upon theso things.
Judgo Gage then charged the
grand jury in regard to the particular
bills handed out by the solicitor.
