His speech was listened to with
marked atte-aion by the large an
xlien.ea present and was highly com
mended .by the large ma.pority.
The members of the senate and
house were very nearly all present,
and in additon the lobbies and ,wal
deries were well filled, many ladies
being present. Lieutenant Governor
0icLeod presided and introduced
the speaker.
Serator Tillnan reviewed the
even: reconstruction and told
how" the . 'ke had been thrown off
:by the w!iite people. le dieciared
that the present. franchise laws are
mrely temporary in view of the fact
that the negroes are . .cominig edu
-eated and able to conuply with the
suffrage qualifications. At the same
time they are increasing in numbers
more rapidly than the whites.
There are two ren'edies he suggested.
First, we must have an inerease in
white population. ie pointed out
.how the state had been populated
by foreign peoples at different sta
iges of its history and declared that
nwe must seek thorugh wise means
mnore white settlers. people of kin
;dred ideas, who will become owners
,and renters of land, n'ot iborers.
He said that we need not expect to
complete with other more favored
sections on equal terms.
In order to make this state more
attraetive he advoeated the drain
agt of coast la.nds by national gov
;ernment on the same plan the irri
gatiory work is being carried on in
the west.
His second remedy is the repeal
of the fifteenth amendment. He told
how his speeches on this question
ihad been- received in the north and
.west, and declared that he believed
,the people of those sections will
listen to the demand of the south
that the amendment be repealed.
'His argum'ent on this line was well
reasoned and logical, and nowhere
in his aMress wias there any bitter
,ness or vituperation. iAt times the
senator rose to heights of eloquence
and espceially when he Jec1ared his
,aove for South Carolina, the state
whieh had showered honors upon
ihim..
The fact that there is now being
started a determined figiht to stop
ithe work done the last few years
ito induce immigration to South
Carolina 'by abolishing the immigra
.tion bureau lends particular appro
priateness to the senator's addres.
He did no refer to this matter at
all, and may not haave been informed
on the situation, but there is eer
tainly no reason to doubt where he
stands on the imimigration issue.

The factory reader sits at the rear
of t!he workroom, enth.roned upon an
elevated stand. 'He is paid from the
private funds oaf the eigar makers
the cost to each m'an ranging from
10 to 15 cents a week.
This covers 'the cost of the books,
novels and newspapers, as well as a
salary of $3~9 which is paid the pres
ident of the readling commiittee to
make up for the time he is suppos
ed to lose fromi his work while en
