At a meeting of the citizens ot
Aiken, which was called by the sena
tor and members of the house from
that county, a proposition to abolish
the office of county supervisor and
divide the county into districts, each 1
distriet to elect a commissioner who
together would constitute the board
of county commissioners, was en- a
dorsed.
This is tie same plan practically
which is being agitated by some of t
the people of this county and we un
derstand that a petition is being got
ton up asking the delegation from 1
this county to abolish the office of I
.county supervisor and dedlve the I
duties of that office upon three coun
ty commissioners very muc after the I
plan which was of force before the t
constitution of 1895.
The idea seems to be that under
such a system we could have better
roads, the three commissioners hav
ing better opportunity to look after
the work of the roads. It matters
little what plan may be adopted, un
less some provision is made for the
raising of more money there will be
little ehance for any improvement in
our public highiways.
The Greenville Board of Trade has r
adopted resolutions asking the legis- f
Ia tura to submit to the people of the t
state and amendment to Article 10, t
of the constitution of South Carolina e
of 1905, by adding a section to that t
article to be known as Section 14, E
and to read as follows: I
"The legislature may vest the cor
porata authorities of cities, towns
and villages with power to make lo
cal street and sidewalk improvements
by special taxation of contiguous
property e- otherwise."

ed by the legislature and then approv
ed by the people in the general elec- ]
tioni this year the purpose of the
Greenville Board of Trade is to ask
The 1,egislature at the succeeding ses
~sion to eneect a law which will pro
* ~ vide (-1) That property owners on
each side of the street it may be
sought to improve, may be assiessed
one-third, the city, town or village to
pay the remaining two-thirds. (2)
That such property owners shall be
given five years in which to pay their
rent.,(3) That no improvements shall
be made under the amendment upon
any street without the consent of two
thirds of the property-owners on such
street.
In other words the purpose in these
changes in our' laws seems to be to
accomplish just what we tried to ac
compl,ish in Newberry by the consent
*o' the property owners when it was
suggested that that section of Cald
'well street from Friend street to
Main street be paved and that the
for the materilali in proportion to the
~extent of their property along the
'street and the city would pay for the
d ~rk.' All of the. property owners
agreed to this except one. Of course
~that one objection kept the work from
ibeing done.
What we desire to see in New/berry
is a beginning made in the matter of
street paving and if we could get only
a small section of street that is con
stantly used in any part of the city
* paved as it should be, there would be
very little difficulty in 'having t~he
,'work ext'ended and all property own
ers and taxpayers would be willing~
~to have it done because they would
'realize that it would be a good invest
mient.
If Main street could be widened
from the depot. to the public squ~are
about ten feet and then paved from
the depot up to Mr. Sonnenberg's
ibakery, including the public square
and the streets adjacent for one or
two bloeks, it would be one of the
greatest steps forward that the city
could make and greater than any that
has been made in its history. It would
givte strangers a favorable impres
sion of the city and would be some
indication of the progress which we
are making.
In spite of the fact that
'we are not making the public im
provement that we should, Newber
ry is growing more rapidly and more
substantially in every way than any
cit~y in this state, but we certainly do
neeff something done to improve our
streets and sidewalks and the money
that has bee'n spent for the last few
years in an attempt at working the
streets is practically wasted.
We hope thr.t city council during
this year will put whatever money is
spent upon the streets in permanent
