Ok/' l . ?. H. AULL, EDITOR. Entered at tl\c Postoffice at Now- I ferry. S. C., as 2nd class matter. " '? == i Tuesday, December 10, 1907. , m 1 I A STATEMENT AND AN APPEAL Tie Herald and News is now 1 1.- ; :. i>l' I lie paper < ouch issue. This is the larked mm:- < her of papers ever printed by any < newspaper in Newberry comity. The present editor iias been connected I with the paper for more than twenty years. When lie, in connection I with Mr. W. P. llouesal, bought lite | ]taper I rum Mr. A. Jones <>n the 1 seventh of March, 1NS7, the snbscrip- t lion lis) nniiiliered about tiOO. i Dutinjr nil 1 hese years we have la- t bore.l in season and out of sea'soti in an effort to advance the best interests of the people of this county, morally a.id malterially, as the liyht appeared to us. The people of N'cjwberry county have, in many respects beep exceeding kind lo 11s and we appreciate : more than we can say tin* consideralion which lliey have shown ns dnri: 1 y ail these years. The subscription list has gradually ymwii from sin hundred to twenty lliree hundred. From an ciyhl ' column lour pa.ye once a week paper ' we went first to a seven column four 1 pa ye twice a week paper, then we in" J, creased to a five column eiyht pa ye twice a week paper. Now we are v priiiliny a seven column eiyht paye twice a week paper. Ihiriuy all lliese advance slops which We ! 1 a v e I akeii | lie price of I lii " paper ha- ii*nii11?-<| the same. The ' 1 cost of while paper as well as tliel'1 co>i of everythiuy eUe has increased |v and the price ol I lie pa|?er remains i ' uDeliaii'_retl. We have never been | v able |o believe I hat we could run a | ' strictly ca-li in i'dvainc s\ lem. I I ' -onie one in muiic section <,f I lie conn- ' 1 ty were lo write u< to send iiim the|v paper ami would say he would pay 'for it in I lie fall or when lie came to :l I wu, we would do so. If we were ruuniuy a cash in advance system wc e would be forced to refuse to put his e name on our list unless he first il put down the cash. We realise that I such a system iias it- advantages I and would relieve us of a ureal deal s of work but we also realize that we i are so count it uted thai we believe I il woul ! be impossible for us (o en- ^ force a strictly cash in advance I system. For that reason we have t not at tempted to do so. i As a result we find Hint a very 1 la rye proportion of our subscribers owe us Irom one to several years on their snb>cripl ions. The amount 1 due by each one, even those who'' are farthest in arrears, is com-j < paralively small but in the ayyre- i yalc would no.in a \<iy handsome ? sum to u>. > We owe seine nioue\ and our ' crcdi .ors are pressiny us for set I It1- ' nient. We trn?t that those who owe 1 us for from one to more years on 1 their subscriptions will now come forward ami help us (<> relieve the ; situation. Kveu a small portion of ' what each one owes, il paid prompt- ' ly, would be a yreaf help. ' Some time ayo we sent a circular I to most ol our out of the county 1 siibsciiribers and i:i the next lew 1 days we hope lo semi it to the olli- j ' crs. Nlaliny llial those who on the I lirst of Jauuarv. I!M1S. were more 1 than one year in arrears and who ' paid .io a tit cut ion to our appeal 1 would ha\e their names taken from 1 our mailiny list. We shall royrot to 1 do tliis but in addition to the'cost 1 of the paper we have to pay post- 1 aye on these subscribers and we are forced to the conclusion that those who do not heed this letlr either by a remittance in full or i.i pari or by some sort of answer do not care longer to receive the paper. A few of these have already re-I spotided, !mit a . real many, to whom ' we wrote, have >o far paid no attention to our appeal. As to the sub>crihcrs who live in ! the county some of Ihciu have call-! ed at the oltiee and paid, but there are still a yreat many who are in , arrears. We have secured the services of N iMr. ,1. W. liOtniniek, who will visit as many of these as he possibly can in person. We sincerely trust that' you will pay him part or all of what you owe, or call at the office and do so. The people of this county are more prosperous than they have been in many years. They are read- I iny more than they ever read. As a iv r! ihectare better informed. "We ;i . {be- > conditions exist and now the country editor should not he foryolten. Wo have said very little about tho I I I |??\men I ol subscript ions in I lie j?auer ;tn,l \ve have litre:i c.vceediuly U'liiont in I lie mat lor of pushing colodions I',,,- what is due us. We will h glad In closc^ip as many accounts is possible before I lie end of t his vein- and we trust thai wo will not >e in a position to feci that it is necessary to call attention to this mater again. As we said in the beginning wo ipl'iecinlc the kindncs.^ and consider it u.; ?. r tlii' people of Newberry ' aiid we trust l.'nt ihey, espo\ .hose who are > iVwibers tG Hie Herald and News appreciate lie effort which we have made dur'11 - -'1 twenty years to give lieni a live and progressive nowspa><T and that those who are in ar'onrs will come forward and show heir appreciation in a substantial " inner by. paying what is due be'"iv the end of l!)l)7. Nolhng is impossible with them if they leteruiiue lo do il. I "is I week The Herald and News eprinted an editorial from I he Atanla Journal of November '21. This 'dilorial was based upoii the liearnir belore Ih?? railroad commission il (icorgi a of the statement of I lie ""'in hern licit I clephouc companv md eniiinieiidi'd (lie candor and cumiliteii'ss with which Ibis company *e>|iimded io llie rei|ne-i of (lie rail"nad commission, for information. We reprinted this editorial ami Me now calling allcnliou to it |\>r wo reasons. One and formes! is, the southern llell Telephone coiupanv is lit' of the public utilities and corinral'io i.s doing business in (his com" luinitv and it is but fair to them lhal the public should know sonieliing ol the conditio:) id' the eom?any ami its willingness and readiness io respond lo tiie authorities ivhenever information as lo (he operations or luisiiu .s of the company nay be desired. Second, a Newberry boy is general manager of the i'ompany and has in a very shorj lime worked his way to this position purely^upon his record and his merit aid lie had something lo do with famishing the information which brought forth the commendatory edi* lorial of the Journal. The young man lo whom we refer is Mr. .1. Kpps l?rown. \\ < have remarked before and desire to repeal l hat for some reasons a t.deplume company should have a monopoly in any Iowa where il operates. Of course thai being I rue il is necessary (bat there should bo proper control and regulation by law of such a monopoly so I hat it may not oppress. 11 's belter lo have one telephone system in Newberry for instance than to have two. We are glad lhal this company is so willing to furnish all information which the commission niay desire. file service in Newberry so far as we have been able to observe has been and is very satisfactory. The company in Ihis stale is under I'm- railroad commission as il is 11 ' e- >i:- ;<,rd we have no doubt ihc ' I' '' ?'* "dd be wMliag i.i furnish I he coiiunissioiKM s with any in formalion connected with income and their ' usinoss which might bo desired. % No I'ar as wo have been able to observe, practically Jill' of the high schools which have lieen established nailer the provision of the high school act passed by the last legislature have b ?en established in towns and cities where the people already had fairly good schools, which was not the int'ention of the legislature as we understood it. As we understood the intention of the legislature, this high school act was passed for the purpose of building up good schools in the rural districts by the consolidation of schools already in existence. It seems, however, that the high school board lias taken a different view of the intention of the legislaIUIV. It is also our impression that the purpose of giving slate aid for the establishment of these high schools is to get the communities in which they arc established to raise additional funds by taxation or from private sources, but the high school bojird seems to have interpreted the intention of the legislature differently. As we are informed, at least some! of the high schools which have been j established, have sitnplv set apart from tho funds which they already hail, a sullicient sum to meet' the requirements of the high school act ami have thus secured Mate ai I without increasing in the least their other revenue, as that they have got" ten the state money as so much adili" ! tional funds for tire use of their re-] spcetive schools. \Y]e presume, of j course, that the high school act is i capable of such construction, but we admit frankly that this construction was not what we conceived to be I ill* intention of the legWature. j In another cuiumn we print an arjlich' explaining the farmer's demonstration work which the government lis undertaking. In fact this work I has been in progress in several stale? J for some year- but ii has recently I I).-.-ii di-eided !o operate in Soul ii Carolina during next year. Mr. .1. M. Jenkins, a graduate of Clemson , college, is the state agent for this j slate buf of course will operate under the direction of oflicers of the | government who have been engaged ; in this work for some time. It Will i be recalled that some of these olli- ^ ccrs were in Newberry 'some weeks i ago and that The Herald and News printed an interview with them in which was briefly outlined their plans. Tiie article which we print today goes more into detail and gives luily the scope which it is proposed to cover in this demonstration work. Il will be seen also that Newberry countv is one of the counties selected for demonstration work under this plan. The principal work will be in regard to the growing of corn and cot- | ton covering the preparation of the soil as well as the fertilizer and working of the corn and col ton. If you have not read the explanation of the scope and plan you should do so now while you have the paper in your hand. N'o. (>!)!)-!.
