The Southern Boll's Candor. Editorial Atlanta Journal, November 24, 15)07. The candor ami completeness with I which the Southern Hell Telephone to company, through its vice president I. ?nd general manage*, Mr. W. T. Gen-/try, has responded to the railroad commission \s request for information concerning its organization, its sev curities and other . details should serve as an example to other .public \ utility corporations in the state of ^ Georgia and at the same time is en titled to something more than passB ing recognition from the people. K Soon after its reorganization, the T present railroad commission sent to the Southern Bell Telephone comI Pail.Y> together with other corporations in the state coming under the I jurisdiction of the commission, a request for information on certain special points. The Southern Hell Telephone company replied I hat it would willingly furnish this information, but suggested that, the information indicated could not he thoroughly understood except in the light of other and more extensive information which it would be glad to furnish the commission. The latter expressed the i ? desire to have this information also, J and in response to this suggestion | the Southern Hell made a statement of its affairs which the members of the commission pronounced the most complete over furnished, perhaps, by a corporation. It was set forth that the company has no outstanding securities except common stock, which was sold at par for cash to legitimate purchas^ ers. There are no bonds whatever ' and no preferred stock. No special dividends or stock dividends have cvr*** or been paid. bi- In addition to this information *7 Micro was an unreserved showing as ^ to the amount of money invested in I he seven southern stales in which the company operates, llio amount of money invested in the state and in every cilv and county of the state, . (he amount of income and the amount of expenditures by the company as a whole, the amount in Georgia and the amount in the several cities and counties in Georgia. This statement showed that the Southern Hell Telo/phono company \va< earning 7.32 per i cent on its capitalization, without alf<t lowing anything for depreciation in \ > the valuf of the properties. The report went further and showed the contractual relations between the Southern Hell and the other telephone conitpanics with which it does business. In short, the company, through Mr. Gentry, made a full and complete exposition of all ils most .intimate facts and laid them bare before tliei / commission. In addition to that the rgiht and power of the commission to i ** demand this informal ion and to exM ereise all the other functions of rem gulation ami control was conceded P. without hesitation or reserve. i The railroad coumnission of Geor- j gia will have no difficulty in acting I intelligently and fairly on the af-| fairs of the Southern Hell Telephone company in the future, whatever may be the point, under discussion or whatever phase of it may come under the consideration of the commission. Tt was no more than its duty, to be ^ sure, but the frank and manly manf nor in which the company measured K up to that duty is entitled to acI knowledgment. This should be the cue for all the V\ public utility corporations in the VKstatc. The commission is merely ex\\ -rising its legitimate functions in VJnanding this information in order ( ( ( ( t V' it mav act intelligently in the Me,, and it sliould he the pleasure wall the corporations in the state * Iving under the jurisdiction of I he n Jimission to respond with equal pf' Tun'ity and completeness. It would Bfar towards convincing the peo' of (lie state thai there is nothLflfSf l<> conceal?that the outstanding SyS'iiritics of such corporations repliant legitimate investments and they are earning no more than HBgjfAiir return on such investments.
