Washington, October 11.?For some
time a rumor lias been current hero i
that the commissioner of internal re- ,
venue, Joliu G. Capers, contemplated
the consolidation of the revenue officers
of Georgia and South Carolina
in order to effect a saving of expense
to the Government. This movement
has been brought about by the spread
of prohibition in Ihe two slates mentioned
and elsewhere. The loss of ;
revenue to Ihe government by reason
of the closing of many liquor cslab- I
lishinents and the consequent crowdill",'of
forces has made the officials of
(lie revenue bureau here consider Ihe
que.*lion of consolidation.

The only thing against carrying out
a programme of consolidation of Southern

that lo do so would be to abolish
much of the political machinery by
which the Administration expects to

Capers, of the internal revenue
bureau has under consideration the
rearrangement and consolidation for
revenue collodion purposes of a number
of southern ain' southwestern
states. The constitution of Oklahoma.
which \\a< recently adopted, absolutely
prohibits sale ??I' intoxicating
liquors as a beverage within the stale
borders, and oil January 1. IlKlS, complete
prohibition goes into < I'fecl in
(Ieorgia. South Carolina by recent
action of I he stale is partly under
prohibition and partly under Ihe dispensary
system. To meet these changed
conditions the commissioner has
in contemplation the consolidation of
Oklahoma with Arkansas as one revenue
division, Georgia and South
Carolina as another, Mississippi and
.Louisiana and possibly Alabama as a
third. As an alternative Alabama
may be consolidated with Florida. To
carry into died these changes would >
necessitate an Ivxeeutivo order by the
President, hut the action of some of
the stales as to the sale of intoxicating
liquors seems to the internal revenue
officials to make some action of
this character an administrative necessity.

definite action will be taken for some
weeks.
